In Chicago it’s the exact opposite. Not a damn good arcade within the city of Chicago, except one pizzeria arcade place which has some misc. KOF games. All the good arcades worth going to are like an hour or so drive away from Chicago, in the suburban outskirts. 3rd largest city in America. NO arcades I’d actually go to within the city.

Valle may be Hispanic (what is he, Peruvian? Argentinian? I forget), but physically he seems white enough for a lot of metrics. Depends on whether you’re looking for just pronounced Caucasoid features (being white) or general Anglo-American WASP tendencies (being whiteBREAD).
But yeah if you want somebody who’s white as HELL repping top 8 in any game, well, they don’t get much whiter than Sirlin. Wasn’t somebody in Marvel top 8 white, too?
But yeah, it’s just demographics. Arcades were always biggest in urban areas. Lots of people who aren’t white live in urban areas, and some of them end up playing video games. It’s a function of location more than anything else.
For the record, I am white (as hell), and I mostly play as…um…well, Mai and Sagat are Asian. Ralf and Clark are white (although I usually pick Black Clark). Cammy and Vega are white as hell. I’m not sure what the hell Bison is, besides being evil as hell and a chronic masturbator (he looks white-ish, but in Champion Edition he looks like Chairman Mao). Storm’s black, but Hugo, Siegfried, and Doom are all German/Germanic, so I lose a bunch of points there. Tager’s red by default, but I usually make him green. I dunno what the hell Potemkin is, besides huge and brown. I can’t spell Nero’s name, but it sounds Polish and he looks pretty white to me (grey, actually).
…How many points do I get for Christie in Tekken 5? She’s Brazilian, there’s a little of everything in there. (Of course, VF5 Jacky is white enough for like THREE characters…)

Eh, as for on the big stages, honestly, yeah, I’ve noticed the lack of caucasian rep in tournaments. I wish that weren’t the case, but I still appreciate seeing all kinds of different people repping in tournaments.
In my scene, there’s some good Whites/Blacks/Asians/Hispanics all repping. It’s a great environment.
Also of note, SCIV Evo winner (malek) is white. French, sure, but he’s white.
And gootecks looks obviously Filipino.
