I am new to Arcade sticks and wanted to know which one I should get for the PS3?
the HARP3?the new SFIV TE stick?the SFIV cheaper edition?

it depends on what you want to do. out of the ones you posted i would recommend the SFIV TE stick.
I want to play obviously
but the diffrence between the SFIV TE and HARP3 are 50$ and I heard that for a new player to Arcade sticks the HARP3 is more than enough but I wanted to ask you guys which will be better for me
youre paying 50$ more for a prettier stick just get the hrap 3 av and replace buttons with my boy chad at lizardlick.com cost you maybe 20$ more and you still have 30$ for gas money
I don’t want to customize for now as I am afraid I will break something (not that good with things like that) I want something that I can play with stright out of the box
…dude opening up with an allen wrench popping the buttons out and puttin new ones that snap back in would take all of 5 minutes. Since the wires to the buttons are quick disconnects you dont have to worry about messing anything up. Dont be so scared of the unknown. Remember when as a man you overcame your fear of the unknown and pioneered your first woman…heh yea i thought so you get those damn buttons and dont make excuses!
Depends on your budget and if you want to wait. The HRAP3 is listed to release on 12/29 on amazon while the SFIV TE is due in Feb next year. Also, you need to consider if you want to mod your HRAP3 all sanwa buttons (purchased from akihabarashop.jp or lizardlick.com) so that it’s comparable to the TE, it’s gonna cost an additional $30. Plus the TE is limited in production so you need to take that into consideration as well.
If you have a budget restraint, I’d go with the HRAP3, I have 2 of them and I love 'em (modded with sanwa buttons)
But if you can wait and money is not a problem and you want to be “special” 
then I’d preorder a TE

Are you going to be playing like a large amount of SF or just casually?
I would just wait for the SF4 sticks to come out anyway. Are you going to be playing seriously like 24/7 or are you just looking to have a stick so you can play with your friends and stuff?

I am not sure how serious I will be depends on how much I will enjoy the games

Ok I am just going to say go for the cheaper, non-TE SF4 stick. Even if all the hype around it is only partially true, you should still be ok. If the parts break or you want actual arcade grade stuff later on, then you can just swap them out for cheap as it uses quick disconnects.
Don’t get the fighting stick 3. Those things break after a few months of play.

I’d go for the TE, if you don’t go hardcore and didn’t like the games at all you can always sell limited stuff for at least what you paid for, specially on ebay.

though I did check it out I don’t know what’s the diffrence between TE wich is SS ranking and Hori Real Arcade Pro 3 which is S ranking
The TE used full Sanwa parts, stick and buttons, while the HRAP 3 uses only Sanwa stick, with Hori buttons which are of less quality, probably at the beginning or if you haven’t used Sanwa buttons this won’t affect you, but as everyone here can tell you, Sanwa buttons are better, the feeling, response and durability.
