Southtown is, in fact, based after the city of Ciudad Juarez in Mexico.

Even though it’s a joke topic, Southtown is meant to be set in Florida (tropical climate, as shown in many beach stages in the Fatal Fury games) and is partly based on San Francisco but mostly based on NYC (see Fatal Fury Wild Ambition opening movie and KOF Neowave).
