Health can be done for balancing, but it would have to be quite low. Shin Akuma in Capcom vs SNK 2 was such an example, but having 15% less health with tools that are 10x better while doing more damage isn’t going to cut it.
Hakan could if he was oiled the entire time, and he’s only going to be doing that if he’s beating you, making it a bit of a wash.
Guys, does Capcom INTEND to rebalance the game further?
They are notoriously fan-deaf but constant updates and rebalances kept Starcraft alive and kicking for a decade. I honestly see myself going back to SSF4 whenever they rebalance, as long as they make it right and consistent.

Small correctation: Professional third-party mapmakers and players spending like 10 hours a day learning to fight the game’s glitches kept Starcraft 1 alive for 10 years. Blizzard’s constant heavy-handed interventionist patching policy (and subsequent complete failure to fix fundamental issues) is currently killing SC2 as a game played for fun and spectating entertainment.
One of the main draws of SSF4 is that it is patched at most once a year if that. Means you can actually learn the game instead of “Yay this unit was made useful” two weeks “It was nerfed to hell again because it was useful.”
Either way rebalancing doesn’t fundamentally change the game, especially a game this well balanced. There are some character with serious caveats, which makes their options limited and their learning curves absurd. Hakan is a good example, I LOVE playing with the guy. Love it. But no crossups and no anti-air normals makes it really hard, plus the fact that he has to be oiled up… yes he has cancellable dashes and whatnot, but this just makes his learning curve incredibly steep and his options extremely limited.
You will not have to relearn the entire game if they made his standing HP with a better anti-air priority/hitbox. Instead you will find yourself with another character with whom you can have incredible fun as you begin to learn how to use him, instead of getting whooped mercilessly if you don’t spend hours in the training room and watching Youtube videos of the pros.
I say this because I refuse to play with popular characters. Everytime I see a Ryu I want to punch the guy in the face. My main characters since day 1 have been, in order: Adon, T. Hawk, Blanka, Dhalsim, Bison, Vega, Hakan, Dan, and currently I’m having a lot of fun with Cody.
But it’s hard man… it’s hard when Ryu can link anything into anything, and combo a sneeze into an Ultra. It’s hard when Akuma can dive kick into a blindfolded tap dance right in front of you and still be safe, then air fireball and teleport away.
You complain that Ryu can combo into ultra from anything. Vega can combo into U1 iirc, and Adon can combo into his U2 just as easy as Ryu. You complain about Akuma’s vortex, but play one of the easiest/most abusable characters in the game (Blanka). Half the characters you play online are hated by almost everybody. e.e

Nah brother, my point is specifically that I tried to voluntarily play B level characters. At least those which I thought would be B level characters at the time ( before I learned what the hell was a frame trap, link combo, frame advantage , vortex and whatnot).
As a general rule I still try to play characters which seem to require an unconventional style of play. I certainly NEVER took into account a character’s cheapness when I picked it. It is the opposite actually: if I think you’re cheap, I’m out.
I have NO objection to tough characters which require tons of skill to play. Makoto, Adon and Sakura are definitely high on my list. But nobody likes a cheap character. As many have said before: Akuma’s lifebar is NOT enough to offset his skillset.
Interestingly enough,it has been a year since I moved on from Blanka and even more since I quit Adon. Right now I mostly pick Dee Jay or Dan. 
some people actually have an easier time fighting top tiers because they know the match up inside out
others get salty at hakan/dan users because they feel they don’t need to learn such an obscure match up
so expect haters for whoever you pick
I personally would much rather fight Akuma than Dj because i don’t know how to deal with maxout>sweep anti air
This tbh. Hakan blows me up, EVERY FUCKING TIME. That Dan matchup is easy though. His little throw shoryuken 50/50 is only thing that makes him good. =0

Blanka should be deleted out of the game. And never appear in any SF game again.
