Funny I don’t see that many Ryu/Ken nowadays it’s very diverse, even then everybody knows the matchup and they’re mostly played by noobs so it means easy wins.
My list:
Ryu cuz he’s so boring and I seen him so much in SSF4 online.
Guile cuz I don’t like that turtle playstyle
Vega cuz I usually dont play good ones. They just fly across the screen all day
Blanka cuz like vega I never played a good one. They just run back and blanka ball all day
Oni cuz im actually scared of his mixups and air demon. Plus the nigga got that little air hover trick.

The raw truth of this statement is hurting me. I used to be a noob doing exactly that (even tho is quite funny against scrubs). Eating an insane amount of punish has helped curbstomping it into submission… Now if only i could finally kill my idiotic habit to try to jump in on a crouching Guile…

Not necessarily a hate for the characters, but for online reasons. Shotos (Ryu and Ken respectively) and Blanka.
Adon and Balrog online, it’s like they know you can’t react properly, because it’s online. Or maybe it’s me not being good? Honorable mention goes to the ENTIRE vortex cast, they’re so much fun! (Great idea, Capcom).

I know I’m a couple months late on the reply, but to answer your question, yes, yes he is.

I can’t stand playing Guile players. Ryu tends to get boring when playing Ranked, because 70% of the people out there are using him.
But I always struggle against Guile; he’s so good with Sonic Booms and the recovery on them. I don’t like the character at all, but you just have to deal with it. Can’t say the character’s cheap, for a guy who has only two special moves he’s simply quite good.
I get scared when I meet people using Vega or Gen: you hardly see them online (goes for all of the “rare” characters) and because of that I don’t know what to expect. You either run all over them or they’re really good players which makes the characters frightening. I’m just not too confident about going in if I feel they know what they’re doing 
And I can’t stand Gouken … can’t seem to consistently lock the old man down, and having to plow through his fireball minefield inch by inch …
I’m from Italy and i noticed something curious about online players: almost every Italian player i have met main Vega (MYSELF INCLUDED ), while not a single spanish player i have faced use him…
About Gen you are right: he is very rare to encounter but when i see him i start bashing my head against the screen. His fighting style is so unique that if you don’t have experience against him (and being so rare that is almost a given) he will rip you a new one…
Except they have to be frame perfect and 75% of them are highly situational. Furthermore unblockable =/= vortex and he doesn’t have them on everyone (infact he doesn’t on most still).
So guess what, no.
Without a doubt Blanka just makes me rage. It’s not even any of his moves, it’s just his hitbox is wonky and I have to use different combos since he falls out of normal BnB’s and his wakeup timing is different so I can’t use my safejump setups. I play Guy mostly and blanka just constantly falls out of mp -> hp TC. T.Hawk is one of my secondaries so yeah any amount of salt and rage I got from playing guy vs blanka is quadrupled in the hawk blanka matchup.
It was a forced joke, how a scrub would see it I know very well the difference and I agree vortex character ruin this game somewhat.
Seth-Every Seth user like to mash DP on block-string, during opponent combo, wake-up, jump-in, opponent safe-jump, heck they mash DP for no reason while their opponent is on the other side of the screen.
Seth. I’m pretty new at the game and his moves immediately stood out to me as overpowered. Tele, SRK, fast ass projectile, range arms, weird qcb+k thing, command grab… he just has everything.
I try not to hate on any characters because everyone tells me that it only affects low level play. Still, Seth seems pretty broke.
Lesson #1: Fast projectile = Bad projectile.
