You say he was never soft banned?
I think they don’t use him for other reasons.
Even if he was softbanned, we know some japanese do use him.
And how do you nail that down? Did all of japan take a vote and say if you use osag you’re a douche?

That’s the whole point of the “soft” ban. It doesn’t really force anyone to do anything but all the top players seem to not rely on him in tournaments.
They still rely on rog, claw, chun, and sim though. Osag isn’t that much better than them. Well maybe chun. Hell sim is arguably the best char in the game.
Why exclude osag?

Coth, it is not that easy to show that a character is OP. I could make a long list of reasons why Akuma is not only OP, but unbeatable against most characters, but without footage, people would not agree. It was this way for HDR Akuma, and, in fact, they did not ban because damdai proved it - even though he was trying to - but because they were afraid of him proving it in their tournament (EVO).
O.Sagat sort of removes many characters from the game. IIRC, we played some hella laggy matches and you picked him for fun a bit. But you are not a Sagat main, and also you and I are far from being top players. We have seen top players pick O.Sagat and consistently beat Ryu, Ken, Honda, Blanka, Zangief, Cammy, Fei, Dee Jay, Hawk and Guile. Or just beat them enough to either eliminate them, relegate them to the losers’ bracket or force them to pick another character from the big 4. If you were just a bit better with O.Sagat, it would be really hard for me. I have seen people who are not very good at the game, who admit they are not very good at the game, pick him and give many good - by GGPO standards - players trouble. But when they pick the other characters, they got wrecked. Including Dhalsim. Now if one person picks lots of characters for fun, loses, and picks their main and wins most the time, that is perfectly fine. Well, that was not the case there.
Seriously, pick O.Sagat against Dee Jay. Tell me it is fair that you throw a fast Tiger, he jumps perfectly at the same time, and still eats a Tiger as he lands from the jump, and he can not block. There is one reason why O.Sagat is allowed at tournaments: he loses to other characters from the big 4.

The fact that he isn’t used over there != he is softbanned.
They use everyone, why stop at osag, why not stop using the whole top tier? The logic of the softban just doesn’t compute, rog sim claw are all hard to deal with by a fair portion of the cast. What mkes them different from osag?
