I know this might sound blasphemous but I kind of want him to be a motion character for once. Mostly to make him feel “new” and because, as a Mike Tyson homage, I feel motion controls make a bit more sense. Let’s be honest, Tyson never held back when he fought.
Tyson held back whenever the fight passed the 5th round and he gassed out. Essentially what you want though is Dudley.
What SF5 Balrog needs is to have 3 dash punch variants at most, some offensive tools he can use without charge (either a command grab or some unique normals), and one new charge special so he can feel like something a bit more than “not-shitty-USF4 Balrog”.
Oh, and give him a costume with real fucking hands and not those balloon animal abominations he had on Alt 2 and 4.
Capcom has made an effort to make everyone more aggressive in some way. It’s part of their push to make the game more spectator friendly and generally active for people playing. Even the zoners are all animed out now and can push a situation with tools when they want to.
Like Dictator and Guile are still charge characters, but Dictator’s style is pretty much incapable of traditional footsies and has to push much more aggressively with his new dash. Guile has a V Skill which works to trap people at closer ranges and V Trigger sets up nasty combos as well.

You have to look at the big picture when saying they should change his charge moves to motion, usually the difference between a charge and motion move is the startup and recovery, if they make his dash punch a motion attack they will likely make it very punishable on block to prevent spamming.
This was revealed since the beginning so no surprise here. I don’t see why they can’t change the order. I prefer Ibuki first anyway.

I think capcom is going to change Balrog from charge to hybrid similar to Bison, if that is the case I might play Balrog for the first time

Hybrid Balrog makes sense. Given a motion super and command throw, he’d be a beast.
Wasn’t his U2 in sfiv a motion? I think he would likely be more of a hybrid character in terms of special moves. Like guile, he sort of has a tried and true moveset that does not really require anything to be added or removed. He’s always had everything he needed. I think he will be similar to guile in the fact that his v-skill will enhance his abilities further. Lots of people hypothesized that guile would have a boom enhancer because it’s not a difficult guess, but for balrog it’s a bit harder. My thought are maybe his v-skill could allow you to cancel a dash punch into any other dash punch but as motion. So just think of button hold turnaround punch but assign it to v-skill. And if you do it twice maybe you can link 2 more dash punches? Idk, it’s fun to think about and would look real hype.

i mean alex already has “rush punch”, motion confirm, command overhead, and motion super… if he has those tools too he’ll be too similar to alex

I have a hunch that they will probably improve his offense. Especially considering Balrog was known to be pretty passive/lame in SFIV. He could play aggressively but he got a lot more mileage (especially in the matchups he won) playing like a lame ass CVS2 character and just being very reactionary.
I think Capcom was figuring Bison would be more offensive, but wanted to do it without giving him any overhead or throw tools. They wanted him to be old school where he still doesn’t have those things, but when you pop his V Trigger he gets harder to land clean hits on and can make you whiff things more easily.
