His skull diver doesn’t work at all and is completely useless. Hell attack is not reliable or concistent. Head stomp misses some times and can be avoided by some characters on reactions. Devils reverse is next to worthless and can be punished by some characters full screen by ultra as well as punished by anyone with Focus. PC crossup can be beat on reaction. Then there is his lack of AA’s and shitty Ultras. His teleports can be option selected. And he does poor damage and has no vortex.
Really his ONLY effective moves are S.hk, Scissor kicks and C.lk That’s it. everything else is either half ass nothing to cry about or totally trash.
Skull Diver is only useful online, after a hit/blocked headstomp. 3/4 of the players online don’t know how to block or avoid it by the looks of it which = free cr.lk x2 (or 3) into scissors.

-Short Knee Press +1 on block; push back reverted to vanilla SF4 specs
-EX Knee Press does a second knee press which guarantees U1 in the corner
-Skull Diver can cross up and has larger downward hitbox
-Devils Reverse -2 on block; EX version breaks armor and +0 on block
-Head Stomp doesn’t whiff when the opponent holds back; EX version has Super Turbo speed and trajectory and can be cancelled into an Air Teleport on hit or block
-EX Psycho Crusher ends with a grab like Shazam’s meter burn torpedo for wall carry and hard knockdown
-Back throw puts opponent in juggle state, guaranteeing Hell Attack -> Ultra
-U2 input reverted
-Psycho Banish, EX version hits overhead and is +7 on hit
This is a pretty interesting idea, and actually not that hard to change in the engine. In general I think position specific setups are more interesting ways to balance than being able to do an ultra setup anywhere onscreen, like Guy’s combo into U1 in the corner. All that would need to change is that scissor kick knock the opponent up a little higher like in SFxT, but still knock them far away so that it doesn’t reach from midscreen.
Without seriously using this character or understanding his limitations you’re really not in a position to make an informed opinion about Bison’s need for anti-air.
