Rufus and El Fuerte, not because gameplay reasons, but because i hate their character designs.
Hakan has grown on me.
El Fuerte, Rufus and Hakan look like creepy clown guys, we don’t need them.
Also please leave out Blanka, Dhalsim, Honda, Boxer, Sagat, Claw, Cammy and Fei Long, and add guys from Street Fighter Zero, Street Fighter I and Street Fighter III instead. I’m sick of this over-reverence to Street Fighter II.
And:
Joe instead of Fei Long.
Ibuki instead of Cammy.
Necro instead of Dhalsim.
Dudley instead of Boxer.
Alex instead of Zangief.
… And so on and so on.
Feilong, T. Hawk, Dee Jay, Boxer.

Also both SF4 girls need to be murdered.

I see your point but the truth is some SF2 characters are unique and simply are irreplaceable (I’m referring to playstyle mostly).
So we replace Sim and Blanka with Necro.
Alex plays nothing like Gief. So that won’t work. Haggar would be the only logical replacement for Gief but then again Zangief is iconic and IMO should remain.
Honda, Fei and Hawk can go.
Boxer is nothing like Dudley.
Cammy is unique (if we don’t count the dolls) and very popular.
Claw is unique and like no other character really so no.
Some of the SF2 characters just need a refresher and they will be good to go.

I forgot to mention this and I’m only saying it as a precaution, but anyone who wants to replace Guile and/or Sagat with Remy should go fuck themselves.
Every character from SF is irreplaceable, no one plays like the other, except for Guile and Charlie.
Zangief is alright, but if we need one grappler put Alex, not Zangief, Zangief’s been in too many games and he’s boring the hell out of me.

Like Ono says, the main goal of SF4 was give the sensation of ‘old times’ with something new, but SFV is intended to keep away from the previous chapter,so a big bye to 3/4 of the WW and Alpha is more than expected. SF3 has just 4 characters from 2X and that chapter make history. The presence of Bison and Nash means a better storyline where those characters have an important role,characters like the others Shadaloo guys, the originals WW (outside Ryu,Ken,Chun and Akuma),a big part of Alpha roster,SF4 newcomers and maybe even some coming from 3s are useless in this contest. Maybe we get some of these from game updates,but I hope too see new faces in SFV, at least in the original 16 characters roster.

And another point: Some time last year Eventhubs made a poll about the popular chars used as main, secondary, third chars. It turned out although Vega was 15th in popularity all of the players mained him, noone made him secondary. This points out to a fact I’ve already known being in the Vega forums: most Vega players simply love him and do not look for other chars and make him secondary. I’ve seen most of the Vega mainers write they won’t play the game unless Vega is in and the same goes for me. He is not a tool. I have the man’s figurine in the middle of my room, he is my favourite game char and all the other chars in SF4 are simply boring and uninteresting to me.
So I’m pretty sure Capcom is aware of the devotion of the Vega fans. If they don’t put him in SFV, most Vega mainers will not buy the game, and some will buy it and play with a char with not even half the same passion. I mean I played him in Vanilla. I endured that ordeal for that char’s sake.
Just renovate him like Bison.
What chars should not be in the game? We have Charlie, we don’t need Guile. We have Ryu, we don’t need Ken. I think only one of the similar chars should be in the game from Yun/Yang, Akuma/Gouken. And I hate Fuerte and Rufus.
Claw is actually one of the most memorable and original characters to ever appear in a fighting game (SF2 characters really but him especially), I find him indispensable to the series.
