I think Guile enters the series as a lieutenant (SFA3) and ends as a major (SFII). Don’t quote me on that.
Since Charlie is supposed to be a superior officer, that would make him at least a first lieutenant in SFA3.

Just for shits and giggles, he’s a sergeant in the SFII V anime, a captain in SFII: The Animated Movie, and a colonel in SF: The Movie and the American SF cartoon based on it.
