Were the Shin characters intended to be playable in the Street Fighter Alpha series?

I’ve played just about all of the Street Fighter games released for the arcade on Final Burn Alpha, and I noticed that unlike in Super Turbo, where Shin Akuma/Gouki is a separate character from his regular counterpart, in SFA 2 he is playable by using emulator cheats (as is Shin Dictator in SFA 3). I don’t have a video of Shin Akuma in SFA 2, but I do have two vids of Shin Dictator in SFA 3. Were they meant to be playable, but Capcom was in a rush to release the games, or is this just Capcom being lazy?

Yeah, the broken last boss characters were meant to be played in the arcades.

Initially, you were also supposed to be able to play as the car in super turbo as well, but like you said, time constraints.

if you have to use emulator hax/gameshark then it obviously wasn’t meant for you to play as them

Not even Shin Bison was selectable in the console versions.
