Weird Effects of Hugo c. HK

I was looking ways to punish some of Hugo’s moves with Ryu/Dudley in the ps2 ann. edition version’s parrying training, and found that Hugo’s C.HK will hit some of the time like a mid*, and some of the time it can be blocked like a high. Is this just a console glitch, or is it in he arcade version too? I remember it hitting me like a mid once online.

*When I say mid, I’m referring to an attack that cannot be blocked low.

It’s not a glitch, Hugo’s cr.HK just hits weird like that. The closer you are, the more you should assume it’s an overhead.

Yeah, I found out it was distance based last night (well, super early this morning, technically)

It hits as a mid close range and from about mid range (a few big Hugo steps away from start position) it hits high.
