…someone could explain the properties of Electric Snake in this link http://ensabahnur.free.fr/BastonNew/index.php?id=5 it seems like depending what strength punch you use effects the startup frames, or am i reading it wrong?

Electric snake hits 3 times, so I think the *s indicate the gaps between the hits. So the data says that it starts up in 4 frames, hits for one, 8 frames later it hits again, then 10 frames later it hits again. AFAIK, there is no difference between the punch strengths for electric snake.
