Was Dead or Alive 4 the first fighting game with an equal number of male fighters and of female fighters?

Not counting DLC/unlockable characters, there were eight male fighters and eight female fighters when Dead or Alive 4 launched.
But was Dead or Alive 4 the first fighting game where the number of male fighters and the number of female fighters are exactly equal?

To my knowledge, yes. There were some all female fight games but they obviously didn’t have a 50/50 split.
