He is a character from Akatzuki Blitzkampf, aka jew puncher.
He was added most likely because is easy to animate and adds a type of gameplay that is unique to him.
But mostly the former, lol.

So River City Girls looks like a fun game with some bad and maddening gameplay decisions
So the downsides is they follow too close to the originalâs game play design?
Because in the original NES River City Ransom, you peak after learning 2 abilities
Iâve done everything in RCG and my only complaint is one of the attack buttons also being the interaction button is an issue in fights. Otherwise I think the game is pretty close to perfect.
Just read the review and its not wrong I just highly disagree with the level of frustration he seemed to have and he only tells half the story. Stuff doesnât tell you what it does on purchase the first time you buy it. After that it does tell you. A Mega Merv Burger provides 25 Stamina and slows you for 30 seconds. Says it right in the descript. They give you a bunch of accessories for free to, and money is plentiful. Also while characters not played dont level up off screen, they do earn money, so beating the game with Misako will have you flush with cash as Kiyoko. Leveling up isnât hard at all and is a free full health, all the moves are good so none of them are a waste of money, he didnât even bother to mention the Parry they give you for free that makes some bosses a sinch. No mention of the 30 collectable statues that unlocks a really fun and difficult boss fight, or that beating the game once unlocks two more playable characters with their own unique movesets and animations giving you 4 totally unique characters to play as.
Ive also beaten it by myself and with a friend. Its tougher alone obviously but you also have something like 8 item slots to jam pack full of healing items making the bosses perfectly managable.
That review just really only scratches the surface of what RCG is.

can you map the interactions to a different button in the game or did they put them together, so if you rebind one; you rebind them both?

Probably because it is easier to accomodate here there, an active ip, instead of putting her in the canon of a franchise that has not seen activity since forever.
Then fucking put her in one.
Maybe the idea is that down the line they will add her on a SF game, who knows.
