I think a better way to describe it would be to do the same thing as Roll Cancel Electricity or Hundred Hand Slap.
I just piano HP-MP-LP, you’ve just got to play a good bit to get a feel for it. A 1-hit Tech means you have 12 frames minimum to input it
I think the correct way to do it on a stick is LK - LP - MP - HP (thumb the LK and then piano from left to right). Then, if you’re badass, you can either hit HK with your pinky, or slide across MK and HK.
…Of course, I don’t play stick so this is just what I heard. But I heard it from a pretty good player. 
EDIT: Also, I think it’s 14 frames. You have a 14 frame window to do tech hits and special moves.

for myself, i found it’s easier to tap in the sequence of: ring finger on HP, middle on MP, index on LP and thumb on LK, but GOD true, I need practice!!! get more people in the VS room!
