All the gem packs are free for PC on the Games for Windows LIVE/Xbox.com Marketplace. Has anyone been able to get those packs to work with the Steam version of the game?
I use the retail version so I can’t verify it, but isn’t it possible just to download them over the integrated marketplace in the main menu?
Have you tried logging into xbox.com and “buying” them there? while the game is open in the backround?
Or you could try this: While game is open in the backround you should have the “Games for Windows-client” in the system tray. Try use that to “buy” and download the gem packs. I’m not at home atm so I can’t test it.

That launches the Steam store page in a web browser.
I “bought” them without the game running. I can’t “rebuy” the content – clicking the “Buy for PC” link just launches a pop-up telling me to download GFWL.
Once they moved purchasing to Xbox, they removed it from the app. I did try leaving the GFWL Marketplace app open, launching SFxT, and then downloading a gem pack. When I alt-tabbed back to SFxT I got a notification that said “New Content”, but none of the gems are actually unlocked.
I used that method to try and buy all the packs at once and just one pack by itself. Same results both times.
