i havent seen it losing when people jump into the claw portion. ive seen trades. doesnt it have some frames where the hurtbox is missing or something?

Abel might be slept on, but he has a lot of problems against divekick chars(Yun and Rufus), also usually against the top 10 character(Not sure, how it looks like in USF4). Abel vs Rufus was a 7-3 matchup for Rufus according to Juicebox and he thinks that it did not change in USF4.
I also think that others are even more slept on than the 3 you counted and nobody talks about them, until they get Q-Bombed for example.
The later 2 active frames have a smaller hurtbox, but it’s still nothing compared to, say, Gen’s Mantis cr.HP, and even that trades with some normals with perfect timing.
It’s certainly much better against empty jumps thanks to the extra 2 active frames.
for sure. i mean yeah abel has his share of bad matches, but he’s really good as long as he isnt fighting a divekick.

Top 10 to me so far:

At this point in the game, top 10 looks exactly like AE 2012 to me except Yang and Juri replaced Seth and Akuma. Rufus is debatable, I just couldn’t think of another good character off the top of my head.

That is because, in situations like this, it is human nature to fall back on conventional wisdom until there is a good reason not to. In the early life of Ultra, people are going to revert back to what has worked in past games and favor those things, even if intellectually they know that there have been major changes. As Ultra progresses, players will learn what remains the same from past games, and what no longer works or needs to be re-evaluated. As this process plays itself out, the game will begin to develop it’s own profile, but until then, the similarity to 2012 in terms of tier perception is not a surprise.
I think Ken is better than both Yang and Rufus and Rufus is better than Yang at this point in time. I’d also tend to believe that Rose is better than Rufus.
I also think Vega, Balrog and Abel are flying under the radar, they really like the footsie game in Ultra and I’d say they are really strong characters in this scenario.

I think Rufus has more matchups that are heavily in his favor; however, I think Yang fares much better against the rest of the top 10 than Rufus does, which is why I placed him higher than Rufus.
Rufus is really iffy to me though, so I think you’re right in saying both Ken and Rose can replace him in top 10. Rose is obviously very good and probably top 10, but everyone is still wet over Luffy winning EVO, which is why I refrained from putting her there so soon.
What are his bad match ups IYO? I believe Yun is his worst fight and is a hard 6/4. I don’t think Akuma’s tools really allow for him to have a 7/3 match up personally. He can still zone Yun, DP him, and mix him up decently on wake up. Have to pick your spots and play extremely well, but I don’t see it as 7/3.
I don’t know Ken’s match ups, but at no point did I ever think Ken was better than Akuma and even now with the gap narrowed in Ultra, I still don’t see it. Ken probably fights Yun better though. Characters I think Akuma beats are Abel, Adon, Blanka, Chun, Cody, Dan, Dee Jay, Decapre, Dhalsim, Honda, Elena, Fei, Gen, Gouken, Guile, Hugo, Ken, Oni, Poison Rolento, Rose, Rufus, Ryu, Sagat, Sakura, Seth, Yang and Zangief. I believe he only firmly loses to Yun.
The rest are either even or I don’t know enough about the match up to call it. For example, on paper I believe Akuma definitely beats Guy, but I don’t fight that match optimally so don’t feel comfortable saying it’s anything but even.
I dont know if Akuma is still top 5 but I believe him to still be top tier…just lower down the peak of the mountain. Mid tier is Bison/Hakan/Gen/Chun status and I can’t see him that low.
Yang does better against shotos, guile, sagat. Rufus still probably loses to some grapplers but not nearly as bad as Yang and for that reason I’d say he’s a better tournament character (yang has legit 3-7s against grapplers still imo). I don’t think Yang is top 10 but upper mid or solid mid at the lowest.

2. EX RFA and W-Ultra allow people to hit a bit harder or give them more ways to hit harder. This is not good for Akuma, since he has 850 health and 850 stun, this means that these RF combos will have a higher on him than on Ryu for example. Like here:

If you can deal 650 stun dmg, then you should need only 1 attack with 200 stun(So a fierce or roundhouse kick is enough) to stun him.
It’s been four years, and I’m finally starting to lose my patience trying to play Mak online. So much random bullshit that blows her up because her game is based around mind games and that shit don’t work on people who turn their brain off to play.
Still think she’s amazing (and still a shoo in for top ten, guys still forgetting about her) just tired of the inconsistency.
Yun Akuma is 7-3 until someone can name me one area where Akuma can dominate Yun because right I sure as hell ain’t finding it. Akuma has to play insanely careful while getting almost no damage and even if he gets a life lead a 3 bar Yun is just one hit away from ending the round.
Also I’ll say Dudley, Chun, and Bison are solid 4-6s and I’m leaning toward saying Elena is 4-6. I’m also not that far off from saying Gief goes even or can even beat Akuma now.
Match ups I’m still not sure of because I’m evaluating them:
Yang, Rose, Decapre, Ibuki
I will say outright, there is no way in hell Akuma beats Chun any more. I think anyone who understood that match up in the last version understands Akuma lost almost every advantage he had while Chun didn’t lose any advantage she had.
My gauge for a 7/3 matchup is Sagat vs Zangief, and I don’t see Akuma vs Yun in that light. I see 7/3 as “at a extreme disadvantage near the point of helplessness without tremendous player skill” and while it feels HARD - it doesn’t feel helpless to me. I need to see a Chun vs Akuma match that illustrates why Chun now beats him. Why do you feel Dudley and Bison are disadvantage now?

i thought yang beat akuma in the last game
gets around ground and air fireballs pretty easy. punishes teleports. ducks stand roundhouse. can punish sweep at max range. cant be swept after tatsu. his otherwise small meterless damage actually means something on akuma.
My gauge for an 8/2 is Zangief vs Sagat.
I also thought Hawk vs Blanka was 9-1 in 2012, I don’t know if Hawk’s buffs helped that matchup at all, haven’t seen anything about it.
From my experience playing the match(cause I’m a dirty counterpicker even online), is that the Hawk players just do more spires which gives me more things to whiff punish.
