He might not be top tier, but he’s still the best character in SSF4.
On paper, Ouroboros looks really tame now. And then when Clockwork was using with only 3/4 days worth of MvC3 Strider, he was still converting it into 1 dead character every time he had called them in a favorable situation. Seriously that utility hyper is like a better kitty helper. If you never used or had Kitty Helper used against you, trust me, it’s pretty good and annoying.
I do think that weak characters are uninteresting in a fighting game.
More importantly than just wanting characters in, people want their characters to be strong. And Shuma is really weak, which makes people disinterested and quit the character. The hype you hear before he is released is real, but the expectation is also there for Shuma to be strong.
I really like Phoenix Wright and his inclusion has made me really pumped, but if he’s weak then it’s a waste of training time to use him. It’s also a waste of developer resources taking all these pains to put characters in the game (which I am sure takes a lot of work) only to have them be garbage.
I am certain that if Mega Man was included and he was a strong character that could compete in top tier matches, then everyone would play him. It’s all about strength, which means more in a fighting game than just being there as a representative.
Case in point: TvC. Half the roster, nobody knew who they were. But because the Tatsunoko representatives were strong characters, people grew to appreciate them in-game and that appreciation culminated in appreciation for the overall character and their aesthetics. So the first step is strength! Just saying it again.

But in Dudley’s case he’s not weak, there are just better characters. And Shuma’s assist is really powerful, I think (at least in this game) that if the assist is good, the character is legit, even if he’s not that great on point. I use Iron Man for the assist only and I’m satisfied. There are better characters with just as good assists? Sure. Not good enough to make me say “fuck if I like Iron Man, I’ll play Doom” though.
Real talk, I’d pay 30 bucks just to use strider in the danger room for a couple months until release… UMVC3 is too far away.
