Mmm, not really sure what you mean, but I’m going to say no. There is no SCART connector on the unit. And SCART isn’t really a video standard, it’s just a connector style. All the signals which may exist in a SCART connection are also available outside of SCART. To be extra clear, not all SCART cables/connectors have the RGB signals available (for example, you could buy a SCART cable for Playstation that only actually passes the Composite video and audio signals).
The AV connector on the UD-CPS2 is the same as PS1, so you need to find some sort of PS1 compatible RGB cable and wire that up to whatever you like (transcoder, upscaler, etc.). Here are some cheap PS1 to SCART cables which do indeed have the RGB signals: http://www.ebay.com/itm/260945925357

Yes, but that would only be useful if you had a cable with both Composite & Component video connectors. Even if you had RGB running through the Component wires, you still need a composite sync signal (which is actually stripped off the Composite video signal).
As you can see, it gets sorta confusing when you start discussing things beyond PS1, so I try to always reference PS1 when I’m talking to people about what UD-CPS2 is capable of. AV questions about UD-CPS2 boil down to this:
CPS2 already does 15hz RGB as that what the original arcade monitors took.
As undamned said there no scart connector thats meant for the CPS2 but you can always modify a Scart cable
In the US, high end broadcasting CRT monitors (like the Sony PVM monitors) use BNC connectors
In the PS2, the RGB settings are software controlled.
Well, outside the upscaler chips you find on those cheapy RGB to VGA upscaler boards, I’m not aware of any upscaler chips on the market. Mostly what you find are FPGAs. Capn Spanky here is acquainted with FPGA design and is the guy who is so graciously willing to work with me on this. I’m pretty busy w/ other stuff @ the moment, so I have nothing exciting to report on this front.
One more note on the more prevalent transcoders: most of those only handle video (don’t pass through the audio), so you will likely need to mod the transcoder box with audio connectors to break out those signals from the SCART connection.
I import some, trade some, etc. There’s really no reliable source.

My best recommendation is to hit the Buy/Sell/Trade forums of some major gaming sites like here, NeoGeo, Shmups, Arcade Otaku, etc. I would be very surprised if you come up empty handed. You may even just bite the bullet and buy an A/B combo of some game you can re-sell.

I just finished building this to be able to debug my UD-CPS2 controller drivers on the go. Rather than lugging around a UD-CPS2 + a TV + my laptop, all I need is this + my laptop.
