I haven’t gotten to it yet, but if it’s exactly like the game then Billy would probably be the best.

Yeesh, and I liked Razor Ramon in the game. That silly ragdoll slam of his…needs to be replicated in more fighting games (only other fighter that has such a move is Birdie of SF Alpha of all people…)
Is there a tier list for the original Art of Fighting? Man, that game was awful.
You only have two attack buttons, just Punch and Kick, and most characters’ crouching Punches were just their crouching Kick attacks. Also doing a special move drains a meter under your healthbar. 4 or 5 fireballs and your meter is empty; since it takes literally forever to refill, you’re stuck using 3 attacks the rest of the round. But get this, taunting your opponent will cause his meter to deplete, so knock them down, taunt twice and they’re fucked. The game is absolutely god awful, but at least we got Ryo, Robert Garcia, King out of it. The game also features precursors to Big Bear/Raiden and Choi, so that’s kind of cool.

King and Mr. Karate were really good, probably the best. As for the rest… I have no idea.
RE Wrestlemania the Arcade Game: Undertaker with a doubt is the best character in the game. But Razor Ramon is 2nd best (though the gap in general is pretty big. Taker is that good).
Razor Ramon’s slash attack has huge range and its the starter for every single one of his combo’s and has a wonky hit box so sometime he can hit people below him or above him as long as they are with in range of the swipe attack.
Yokozuna was probably 3rd best. Pepper Bomb into anything was really good. His short range hinders him against characters with moves that could propel themselves (Razor Ramon, HBK) but if you can land Pepper Bomb you’re good.
HBK was a watered down Razor Ramon because his bat swing and super kick had way smaller hit boxes.
Doink was basically MSP of the game. You’d either do great because once you land his hand buzzer you could open up crazy combo’s and since it was a change move (hold attack for 3 sec.) your opponent never knew when it was coming. BUT if you missed the recovery on it was huge and you’d likely eat a huge combo.
Luger was the Zangief of the game more or less. Really slow, combo’s were meh but he does insane damage and his stars and stripes elbow was his only really good poke and opened up for all his combo’s.
Bret was…meh. Probably worst in the game next to Bam Bam Bigalow. I don’t remember much about either of them except Bam Bam having the best grapple attacks in the game.
Yeah, I could tell Mr. Karate was broken right away when I saw that his name was “?” 
That’s the hallmark of a busted character. Also his standing Kick has invincible start up, fireballs pass straight through it while it’s active. It looks like Ryu’s far st. short. It knocks down if you use it as an anti-air, setting up free taunts to prevent your opponent from using special moves (worst mechanic ever). I can’t remember what his special moves are, I think he has a DP? I wasn’t worth my time to figure out.
From what I could gather, the Big Bear/Raiden character is so ass. His j. Kick is horribly unsafe on block, so I guess it’s only good for air to air. If your opponent blocks it, you just kind of lie on the floor for a bit, sit up, shake your head in disbelief and slowly get to your feet. So yeah, j. Kick is about -180 on block. He does have an insanely fast cross splash, it’s a special move, it looks like Brian Battler’s Screw Body Press.

Can’t believe I missed this request and this is my fave anime fighter of all time and I was part of a gaming club on this very site that tiered this game.
I’ll post the list.
God Tier: Yakamo, Majin Yusuke, Sacred Armor Sensui
Top Tier: Raizen, Mukuro, Kurama
High Tier: Sensui
Mid Tier: Hiei, Youko Kurama,
Low Tier: Yusuke, Yomi, Shura
Trash Tier: Shigure
Gutter Trash Tier : Kuwabara
Yakamo is a beast. He has great normals. Tornado upper covers alot of vertical space and travels away from him. His fireball is huge and he recovers very fast after it. Fire kick juggles into itself and can set-up for more damage and is a frame trap when blocked. His throw sets up for the wake up game and he has two slide kicks. Only real weakness is a crappy rush combo, but that’s negligible.
Majin Yusuke has great zoning and solid normals. He just controls the field really well with pretty much no risk to himself. Good footsies and a good throw. He uses up so very little ki as well. And of course he has his infinites.
Armored Sensui is another great zoning character. Two fireballs at once means he controls the horizontal plane really well and his Tornado Energy is an awesome high priority move that can do alot of damage when it’s not teched early. He’s like a fusion of Yakamo and normal Sensui really. His throw gives him a free S.hk that can be cancelled into his projectiles for more pressure. His normals are great and so is his rush combo.
Everyone in God Tier is of S class power in the anime/manga so their stun gauges go down ridiculously fast. Also they all have amazing zoning and great projectiles.
Raizen does ALOT of stun. He has some beastly normals thanks to their range and his c.hp is a great AA. His throw gives him a free hit that can be cancelled into fire stomp for added pressure. Fire stomp itself is good. Recovery is fast so he can chase it or jump after it. Really good for getting in and using it as a shield. His rush combo is fast and he has some good pokes too.
Mukuro is just really simple and braindead. Has a good slide kick that can go into her electric hand, which frame traps and does chip. She has a good AA with c.hp. Her gattling arm gives her some mid range pressure as well. She has good normals and has nice easy combos as well.
Kurama is a very abusive character. He has two moves with invincibility frames and some very sick corner traps. His c.hk is an awesome sweep. Pretty much the best non sliding sweep in the game. His jabs are beast mode as well, up there with Majin Yusukes. His rush combo is ass though as is his projectile. He is still beastly though thanks to his good normals and great pressure. His throw gives him a free S.hp.
Everyone in top tier can hang with the God tier, it’s just that the God tier have awesome zoning control with the help of really good projectiles and normals. The top tier have some silly stuff too, but they lose to the god tiers zoning games.
Sensui is just a downgraded version of his armored self. Same great pokes, but his specials aren’t as good. Nothing too much to say. Pretty much all the same set-ups and combos work, but the difference in special moves is vast. He is still a good character though and very playable.
Hiei lives by his normals. His specials aren’t that good. Only darkness blade is good in combos. The others leave him open. His sword acts like it’s part of his body which screws him over. If you hit his blade he will recoil as if you hit his arm or his body. This major design flaw sets him back to mid tier. He is very fast though, which gives him decent rushdown and he has corner infinites as well.
Youko Kurama has terrible normals. His throws sets up for wake up though which is nice and he has an invincible dp. His projectile is bad since it will lose to energy based ones. His dash uppercut is good for rushdown and combos. It’s also very safe.
Yusuke has below average normals and his specials are very unsafe. His rei gun is ok, but everything else is crap and leaves him open to retaliation.
Kuwabara - Horrid normals and specials. He can’t throw so his offense isn’t threatening. His projectile can be beaten out by damn near every other projectile and is easily ducked. His only good quality is his slide kick, but he is still unplayable. He really can’t deal with throw set-ups at all, since he can’t attempt a reverse throw.
Shigure - Same as Kuwabara but with better specials and better frame traps. Still , like Kuwabara he can’t throw so once he is pinned he is pretty much screwed.
Shura - He is the little kid and the son of Yomi. Just crappy ass normals and his specials are average. His double disc controls alot of space but has poor recovery. Flame kick is used for getting in since it can go over lows, but it must be spaced well to be safe and his Bomb Flare Attack has some nice invincibility at the end, but leaves him wide open in the beginning.
Yomi - The blind demon who wears the oriental garments. Has a ground projectile and he can absorb energy projectiles to fill his ki guage. His Kanji Explosion isn’t very good. His normals are very awkward and are pretty much the worst in the game. He does have one of the best rush combos though. Still his faulty fundamentals make him trash.

I think people have asked for Masters of Teräs Käsi tiers about five hundred times now. So far, all we know is “Darth Vader and the guy with the area-of-effect acid attack are top tier.”
did anyone tier King of the Monsters 2 for gensis, cause it wasnt like the arcade or snes versions. It was just 1v1 style
Boy am I sick of reviews after ten minutes of gameplay.
Being able to tele out of HITSTUN and do assists while in HITSTUN means no aggro. And turning into hyper mode for getting raped is SF4’s Ultra System on steroids. The game is trash. Period.
What’s “aggro?” Everyone gets an awakening, and I still only struggle with one (I’ll get you one of these days, Susano)!

I find it funny that Itachi is only considered top tier BECAUSE his awakening is crazy. That’s nonsense to the absolute limit. He has to get raped to be top tier. smh.
