Looking at the Thunderbolt frame data, you can punish fireballs not from Guile and DeeJay. I might start using EX TB in practice against fireballs knowing this.
If you can TB on reaction, you can duck on reaction, and that doesn’t require a 2 second charge.

Honestly i look at it on the same level as picking a character thats low in popularity,
A) the move will be unexpected
(even if they know about it, most people think it sucks, he wont use it)
B) it could possible mind f*** the opponent/make them get defensive
C) throw everything you got + the kitchen sink
D) use it or lose it. hahah
None of his ducks carry you 3/4 of the screen or however far EX TB goes. EX TB reaction, in theory, should help vs Dhalsim if you are within max EX TB range.
