What tiers are saying is if you pit two opponents of equal skill using different character, which is MORE likely to come out victorious. So basically its saying which characters have the best chance of winning(because they’re better characters). If new strats are unveiled, then tiers can change. For example, if an AHVB-type move was found for…say… twelve(not happening of course), then he’d move up. However, tiers are just composed at the moment the game is being played. They can change.
