Yeah X does have the best Tier list but mines is the best thats not yours.
At low to mid level, Chun is top of the pops. She has a single solution to most or all problems. Conversely, Makoto has a billion problems to offer the opponent, with only a few very risky solutions. I would be and am deathly afraid of a competent Makoto moreso than a decent Chun.
Makoto has a billion things to learn, after which youâll be playing at 125%. Chun has three or so, after which youâll be playing at 110%. So after a hell of a lot more work, youâve got a better character. Much like Yun, really (who also outranks Chun). But if you just want to open a box and make up a snack, itâs all Chun Li.

I find Makoto quite easy to learn and like you said far better options than ChunLi. Yun I wouldâve placed up top but he has such a high learning curve its like saying Twelve is on top because of Chikyuu - all characters can be mastered but the ones that are harder typically arenât on top if theyâre that much harder. In addition in high competition people donât even combo into SAIII because of how hard it is to get off on a good opponent.
Once you get down karakusa, fierce, saII with Makoto you can already beat half the players you face. And following it up is easier timing than ChunLiâs super and a lot more damaging [stunning].
Why do you think ChunLi and Yun should be higher than Makoto?
Yun ranks at the top because a solid player will have Genei on for more of the round than heâs without it. Genei-Jin is almost completely safe, has a tiny bar, means nearly free damage.
Makoto is a better character all-around than Chun, but you have to risk a lot more to win. Chun-Li is an impenetrable wall of fierces followed by the supreme Houyoku-Sen, which is (in my opinion) probably one of the best supers of itâs type in the game (beaten only by Shippu, that bastard).
If youâre very good, or your opponent just isnât, Makoto will steamroll them much more efficiently than Chun. But generally the top tier is heavier on safety than gambling, thus Chun stays up.

as far as I know, tiers are created on the basis that all the chracters would be played to thier full potential. so, with that said, Yun and his learning curve should have nothing to do with his placement as a top tier character. hes one bad mutha. end of story.
and as far as makoto goes, there is a whole lot more than SAII stun combos to her game. start learning how many ways you can land SAI on them, and you really start to see how deadly she is. not to mention all the subtle tricks she has to unleash on an opponent. I dont know what kind of comp you are around, but it has taken me some time to be able to make my makoto into an all around solid character, rather than just relying on SAII or cheap post hayate tricks⌠(not saying you do that, just saying i think there is a lot more to learn with makoto than people realise)
from my experiance playing many fighting games any having many tier discussions, ive just come to the conclusion that the difference in tiers has to do with the characters you use.
example. i use ryu. to me chun li is the worst shit to hit the game ever. ryu has a much better shot beating ken or yun than he has chun
now if i used urien, id probably thing chun is not so great since urien has a more balanced match up against chun. but id probably thing yun and makoto are overpowered since many times they run over urien.
yun players probably rate ken as #1 since thats the character that has the best shot at beating them.
and so on and so on.
You canât really say Ken beats Yun because the #1 Ken (Daigo) lost to the #1 Yun (K.O.). Tier really matter less and less the better you get, except the very bottom tier. Especially in a game like 3s, itâs really the skill that matters.
Yes but the Ken v Yun final went right down to the final round of the final match just because Yun got the KO (no pun) in the final round of the final match and won doesnt automatically make him better than ken.
He is a better character imo best in the game but what im saying is just because he beats a Ken in a very close final with him doesnt prove Yun is better since they both equally skilled with their own respective characters and the fights were even.
Ya I still think Diago could have and should have won. Those jump in crouching froward uppers were almost telepathic.
Thats why the toptiers in 3s will remain as : Yun, Ken, Chun, AkA the holy trinity
Makoto is right behind, she has so many arsenals, but she has to get in to be effective, Makoto can pretty much kill everyone but her worst match ups are probably Ken and ChunLi due to the fact that they can keep her away. Makoto also have good normals, but everyone knows who has the best normals. (chun)
She thrives more on mind games and risk taking rather than playing safe and effective⌠pretty much what thongboy said.

once yun gets hit while in genie jin he loses genie jin? that would stop the abuse of using genie jin outside of combos
ken takes more damage (a tiny bit better than sean)? ken and ryu seem to have the same HP in 3s which is different from past games i always thought that was one balancing factor since ken had combos and ryu had damage.
if chun had a stun meter the size of akumaâs and remyâs with slower recovery.
if twelve got meter for flying (the same amount for tech roll recovery)?
if makotoâs ex hayate didnt do ridiculous stun, just big damage like it normally does?
if this happened makoto would still be below the top three but i think they would all become mid tier still being above the rest of the characters but not having as much as a gap between them.

I have concluded that other than the top tiers (Yun, Ken, Chun), and very bottom tier (Sean), the rest of the cast are fairly balanced with maybe a few exceptions. And thats not bad at all considering the complexity of the game.
