I do have a nice list- I won’t bother explaining my reasons to each one. No one likes reading a wall of text, right?
Screw that, I’ll list anyway. (I’ll also refrain from add Mika, since I’m pretty sure she’s in).
Warning: chances are that my list is pretty controversial, but whatever.

Street Fighter:

Karin:
Not only a huge request character (plus I even like her), but she could be the “Fei” of the game if implemented right. I know that this will piss the Bruce Lee’s clone fanbase into oblivion, but whatever. And come on… she only appeared in two games (and CFJ didn’t even got any kind of spotlight). She does have a huge potential - not only as gameplay is concerned [S](pushing the salles of an eventual re-release/arcade edition)[/S].

El Fuerte:
We need a SF character who screams “mixup” in their gameplan, and El Fuerte is the primary candidate for that. Viper already has MvC3 to brag about, and Capcom can put a little more time polishing Fuerte’s moves and overall proprieties, making him a somewhat-solid “mix-up characters” (it’s even possible - if you don’t think it is, please broaden your mind with non-SF games).

Eagle:
We have now both a lesbian (Juri) and a transgender (Poison), so… why not add Eagle too? Jokes aside, he not only was pretty fun in Capcom vs SNK 2, but he would also fill the quote of “different playstyle/non-SFIV character”. And I’m all for it.

Hakan:
The guy sure have a lot of haters, so he needs more love. Either way, Capcom can work in his playstile with a little more depth - quite a challenge in the gameplay standpoint, but cookie-cutter characters are boring for a reason. Just make sure that he’s really good - for the effort one have to put into him.

Ingrid:
Probably the most hated character ever from the “SF series”, but one can’t deny that her playstile is pretty unique too - with focus on mind-games and a decent zoning, she have the potential to be really annoying in the right hands - and no one have diagonal-upwards projectiles too. Sure, she’s pretty much a Mary Sue - but she actually happens to be both fun and unique regarding gameplay.
~
Tekken:
(quite a few people will strongly disagree with me on this one lol)

Alisa Bosconovitch:
It’s a given - she’s not only unique in the design standpoint, but her gameplay screams crazyness with pratically everything she does (flying, giving head, using chainsaws to kill you in the corner). She even is one of the few Tekken characters to sport a “natural projectile” in her moveset, making sure that she can offer a lot of gameplay elements to the game. On the bonus side, a lot of casuals do love Alisa - so there’s no reason to leave her out.

Ganryu:
But you ask: “hey Brennan, Ganny IZ BORING BRO! I MEAN… HONDA CAN DO ALL THE SHIT FLYING LIKE A TORPEDO AND SITTING ABOVE YOU kekeke” - then I answer: a REALsumotori (whose fighting style is pretty loyal to the existing one) would also be pretty interesting. Not only that, Ganny can also roll into the ground just for the lulz. With Ganryu, you have both an obscure and a troll character into one - which I totally support.

Roger:
Yay for kangaroos. Roger’s playstile as of today is a mix of both rushdown (with a lot of frametraps, plus command throws to add into the mix-up) and long-range spacing (poking with his tail). I’ll let even Capcom be a little lazy here and add just Roger (instead of Roger Jr. and his mom, letting them have an easier time with the character model).

Dr. Bosconovitch:
Even though Lei is awesome, Capcom doesn’t seems to know how to deal with a character sporting more than one stance (hi Gen). Plus, chances are that Lei would be pretty difficult to play and scrubs would only shit on the character - thus making him a “waste of character slot”.
So, in the needs of a character who can “lay down” and doing shit, we have Dr. B himself - a pretty crazy character in Tekken 3 which doesn’t even got the attention he deserves. Besides Ogre, Dr. B also have a lot of other character’s moves: Heihachi’s kick counter; King/A.King/Roger Frankensteiner; Mishimas’s Twin Piston; Mishimas’s EWGF (that’s right lol); Mishimas’s Headbutt Throw/ King’s Irish Whip (yeah, Dr. B have one of King’s chainthrow lol); Jack’s Kossak Kicks; etc - you got the picture: he’s the awesomeness incarnate.

Jinpachi Mishima
Another of the few Tekken characters who have a projectile on this own, Jinpachi also plays differently than the Mishimas (lacking a wavedash and all of their traditional moves). At worst, he would feel more in home than his son, the Dr. Willy himself. Not much to say there, Jinpachi is also a pretty good pick to add.

Kunimitsu
Kuni herself have a pretty interesting background off the series: she, like many, started off a clone (in her case, of Yoshi - even sharing the same voice as him lol). By Tekken 2, most of the clones characters gained each one different and new moves to differentiate themselves - except Kuni. She only gained a female voice and a started to use only a dagger, instead of two. Needless to say, being a inferior version of Yoshi without anything good by herself was a big bummer.
Then TTT is released - Kuni actually gained a lot of distinct tools and moves, moving her away to the clone stigma. However, TTT has heavily imbalanced (Ogres, Changs and Mishimas were pretty much the only characters used competitively) - and, even though she was a true character of her own this time, she ranked as the less played character overall in the arcades. So Namco axed her for good (and all of her TTT moves were assimiltated either by Yoshi or Raven).
And speaking of Raven, there’s nothing impeding Capcom to give her the same treatement they gave to Raven (basically re-tooling him for the game), so this is not a major problem.
And Kuni indeed have a HUGE fanbase (mostly a casual one), so it is a win-win situation too (making the diehard fans who “boycotted” every Tekken after Tag to grab a copy of SFxT).
~
tl;dr: Street Fighter: Karin; El Fuerte, Eagle, Hakan, Ingrid - Tekken: Alisa, Ganryu, Roger, Jinpachi, Dr. B.
PS: I just wanted less-popular characters to have a bit of love, especially on the Tekken side. The casuals already got what their want (King, Hwoarang, Steve, Raven, Lili, Asuka, Yoshimitsu). ;p
