Great examples, I gotta say, I like how in latter years CAPCOM has warmed up to the SF Movie, like the winks you just mentioned, or having a Sawada entry on their website, heck even having the glorious Bison Dollars in one SFV Ending (Balrog IIRC, not sure what ladder though).
They were serious for the most part. Yeah, there were a couple funny-looking quirks now and then, but their personality wasn’t OBNOXIOUS, it was much more tame than, say, Abigail or Hakan.
Hugo is probably the one you’re more right in this. Still I don’t see him as annoying.
I’m pretty much the opposite of most of you guys in that I WANT more over the top characters. Besides Poison, my favorites are Dan “joke character but with a deep backstory that EVERYONE ignores” Hibiki and Rufus “would genuinely get along with him if he didn’t obsess over Ken so much” SFIV, so you kinda would expect what kind of characters I’d want.
Literally one of my most recent concepts is basically: a Street Fighter female character who would’ve been termed a “gay icon” in the late 80s-early 90s. You know the one; hefty, fat, large figure with enormous breasts, which are au naturale, hair TWICE as big as said breasts, and an overconfident, scheming, overdramatic and catty personality, prone to thinking she is the BEST in the room and no other woman can compete. Basing her half on Divine (who yes, I am aware he was male) and Darlene Conley’s version of Sally Spectra (I watch a lot of soap operas). Just, imagine that kind of character in a Street Fighter game. Her moveset consists mainly of slapping people and hitting people with objects like a heavy purse, and her winquotes to women are basically “Darling, I’m far more attractive and sexy than you are! If you had more meat on your bones, you’d still not be nearly as attractive as I!” and to men she’d be shamelessly flirting. Especially with hunky men like Ken or Ryu. Her story costume is some sort of Cruella deVil type outfit, her battle costume is like a tacky patterned 80s dress with gigantic shoulderpads and a feather boa (although I’m thinking of cutting that out, in a game like V that feather boa would be spazzing out like crazy) and her swimsuit costume is, no joke, a homage to Divine’s many drag outfits.
She is a frequent braggart about being “all woman”, but ironically (fitting her character partly being inspired by a drag queen) speaks in onee-kotoba in the Japanese version. Her Japanese voice actress is Kujira or, if Avu-chan manages to do some more voiceover work, Avu-chan from the band Queen Bee/Ziyouuvachi and her English voice actress is Shannon Conley/Vibe Jones (well known for being the understudy of Yitzhak in Hedwig and the Angry Itch). (TBH, I think Vibe Jones would’ve been a better English voice for Poison due to JP dub Poison’s more androgynous voice thanks to Atsuko Tanaka.)
I think I’ve somehow come up with a better joke character than Ono has ever done.

For the jump to SF on both on him and Hugo Capcom somehow felt the need to “expand” their personality with something bizzarre, rather than just have them as the muscle thugs they was in FF
Hugo got a fusion with Final Fight 2 Bratken, the Frankestein like boss that is said to have “the mentality of a child. He enjoys playing with toys, and his best friend is a stuffed bear.”
With Abigail it get even more strange.
His gimmick to me goes close to autism, specially the part where after many fights he finally encounter Alex, who recognize Abi’s voice sound as “a 6.5 liter V8 Turbo Diesel engine”
It’s something that feel on the autism side see Abi being obsessed with a particular genre of thing, crying, snap, and trying to communicate in a way that make sense only to him and to who (Alex) understand what he mean
That will have been interessing, if developed
The idea of Belger that found this autistic giant and gave him a task (defend the path to his HQ) could have been original
BUT
They did’nt done the explaining part, we have just a char who at times behave in not “normal” way without any explanation for it
About Hakan, no idea what are you talking about. He was great
Hakan was pretty much turkish oil wrestling counterpart to Honda’s sumo.
He wanted proof to the world his martial art is best, a kind of straight characterization that for SF i prefer 999 times over bullshit tryhard scifi silly plots

Ryu is kinda considered generically Hunky. I don’t really have the same taste in men that most people do (my tastes are literally Dan and Rufus lol) so like…I don’t know what normal people consider hunky.
I was joking. the only chick that finds Ryu remotely good looking is Sakura.
Ken’s the pretty boy but SFV messed that up in his character model.

No, Mag is right here. Yeah, you cherry picked a few wacky animations for each of those characters, but in their stories, those aren’t their personalities.
Dhalsim, Q and Dudly are completely serious. Blanka WAS serious, then became wacky. Dee Jay, Hugo and Oro were actually wacky.
I don’t think Dee Jay is wacky. He’s just… underdeveloped. He’s more like a one-note character.
Most ‘ridiculous’ things about him is the fact he plays the maracas often, his obsession with music and his unexplainable perpetual smile.
They simply went for the “negro zumbón” stereotype.
But he doesn’t have an over-the-top personality.
As for Oro, he’s more like a Yoda thing. The seemingly inoffensive, peaceful, yet secretly extremely powerful guy.
Biggest problem with Hakan were his loud voice and personality, his design (that doesn’t fit with the rest of the Street Fighters IMO) and extremely wacky supermove concepts and animations.
Joe was an american-style kickboxer
Tbh i don’t see his voice or personality as a “problem” only because you don’t like it, if anything it was part of his characterization
El Fuerte was an example of where a dumb nonsense personality kill a character that could have been good, but Hakan’s charisma was enriched by his manners
About his design i don’t see anything wrong on him, the development of his figure is nothing outside SF method of work, the stylization was on point
It had good level of detail, his silhuette was interessing, got a new body type in SF, cultural base that link him to his martial art (and so to his country).
His animations/moveset strongly supported his design too
He got a bit too cartoonesque Ultras, but that was a thing of Ono’s SF4 more than a specific Hakan’s flaw
Only thing i did’nt liked much was them pick a so saturated cyanfor his hair, i will have prefered if they gone for a more soft like the gray in the artwork
but i understand they wanted the cyan-hairs as something colorful to support a color scheme that up to that poin was only made of reddish skin and black leather (minor gold parts being side/secondary colors)
I still like it less, but at least i understand why
For the rest i find it a spot on SF design, probably the third best after Juri/Gouken and before Abel and Elf

Agreed his the way he plays and moves even in-game doesn’t show to reflects of his Chinese Kung fu appeal nor of a trickster. It’s just doing clowning stuff. Fang is supposed to be a skilled fighter.
Sagat being in that shape and tall doesn’t correct the negative cite out things on Fang. The logic is like his tall and because Sagat is tall so nothing wrong with the other character… lol
Agree, Dan character reflect his in-game moveset and movements which isn’t just clowing around randomly.
As for the two same goes to, they fight accordingly to their impression.
Those character’s design isn’t conflicted to what they are expected, it doesn’t correct the fault seen in fang. That way on correcting stuff and excusing wrong can be done to any character lol
This SF3 characters with mutant like appeal has already had some negative appeal to other people feeling they are off especially to those accustomed to FINAL FIGHT and STREET FIGHTER as a union pair, yet it doesn’t correct the randomness and wrong in fang Fang.
