Bumping this cause I’m pulling for vampire savior all the way due to the fact that I have placed in two separate majors with this god like character. For those that don’t know this character is reverse god tier just look at how happy he is. RAWR
It seems most wish to judge a game’s balance based on who they see winning with lower ranked or lower used chars. Or even claiming they can defeat a top tier char with a lower tier char.
I think the only proper way to determine a list is to take the matchup charts of each game and come up with an overall average for each game. Rather than taking votes.
Dead or Alive 2 is probably the most balanced 3-D fighter. Every abusable strike can be reversed. If you keep on using an abusive move, you eat high counter damage, therefore abusing moves isn’t nearly as easy as other fighting games. Helena is probably the worst character in the game, but she can beat Hayabusa. Her moves aren’t as safe and her counters do less damage, but it’s nowhere near an impossible battle. People don’t care for DOA, but the exact reason why so many players hate it is what makes it so balanced. Some people will say “what about Tengu, broken”. Tengu with LAG is broken. Tengu without it won’t exactly dominate.
On the other hand, in Street Fighter Alpha 2, Dan CANNOT beat Rose. Street Fighter Alpha 2 is very, very fun, but it’s not balanced. Chun-Li, Rose, and Ken rule that game. Mid-Tiers like Rolento, Sodom, and Guy struggle to beat top tiers. Bottom tiers like Sakura, Dan, and Zangief cannot beat top tiers. The top tiers have very abusive custom combos (sweep, hurricane kick, shoryuken), and the bottom tiers can’t get in, let alone compare to the damage. I love this game, but it’s not balanced, it’s just fun. There’s a difference. The tier whoring in this game is major. Even if you scrub the bottom 5 characters the balance still isn’t that good.
Soul Calibur 2 is fairly well balanced. Most of the moves tend to be very safe on block, so players have to attack intelligently. Raphael is one of the worst characters in the game, because he is weak in terms of his A attacks, but his B attacks do a lot of damage, and he can give someone like Ivy a hard time. Other than Yun Seung who is terribly unsafe, everyone can win. Mid-tiers can compete with top tiers.
Tekken 6 is very well balanced. The reason why I don’t like this game is because everyone seems to have a similar move list. However the reason the programmers gave characters similar frames, and similar punishers was to balance the game, and it works. As a result this is the most boring Tekken game to date, but it is well balanced. The bottom characters are fairly weak, but everyone else can compete exceedingly well.
In VF4 the worst characters were probably Sarah and Jeffrey. When you pick either of these characters and someone else picks Kage or Vanessa, you don’t cry bloody murder and call them a tier whore…because the advantage they have just isn’t that big. So yeah…VF4 very balanced.
I don’t think any 2-D fighting game should be on that list. I really like 3rd Strike, but come on that game is not balanced. The top 3 only lose to each other. Garou? Another really fun game with great character designs, but it’s not balanced. Kevin is a monster in that game. Vampire Savior? No…I don’t see how this game is balanced. Q-Bee is way too strong. Just because Daigo can beast with a mid-tier doesn’t make the game balanced.

I believe that just about every character in VS has won a major tournament in Japan. Compare that to other fighters around.
Daigo isn’t that good in Vampire Savior either.
I determine ballance by sub system options. Sfa2, vampiresavoir, GGAC, MMAA does this well.
AH3 actually limits option by having player choosing their subsystem resource (arcana), but this counter balance with so many match up variations. In my view its the SSF4 of anime games.

Y’all have 3rd Strike more balanced than KOF 2002 UM or Super Turbo? That needs to change really quickly.
Not even Kuroda has won much at the highest level of play with low-tier 3S characters. You can’t say the same about 2002UM or ST.
Also Vampire Savior deserves a spot at the top. Casual GGPO scrub players need to STFU about a game they barely know anything about.
Being better than Birdie and Gen really doesn’t count for much in A2. Sak & Gief do not win against Rose, Chun, and Ken. But hey, humor me. Explain what good match-ups Sak and Gief have that make them so good. I’ll listen to reason.

For what it’s worth, A2 Sak and Gief are commonly called second tier after the big 4. And Zangief is considered Rose’s most difficult fight. From Rose’s standpoint, it’s at best 5-5.
Well, the games that I have played Tekken 6, 3rd Strike, and of course Power Stone (3 Capcom? Please? 3rd one?) VF series = balance, but boring as shit to learn and play… Literally, the most balanced fighting game of all time has to be the Mario Party minigame: Bumper Balls…
Bumper Balls is impossible to win without some 5th level Yomi shit. Every game I’ve ever played is a draw.
It’s doable… You just have to mind game the balls of some people… It truly is a marvel of a competitive game. Every move outside the norm is high risk, high reward and every movement made has its flaws and bonuses. Shame Mario Party would never really amass a tournament scene… Tournies would last like 100 days.
