Looks like the gear stuff in Injustice 2 is another idea from NRS to cash in on the casual audience… which will totally work as usual, of course.
From a competitive point of view though it looks to me total ass. Players need to have a clear read of all the moves and data for each character in order to know what to expect from them, how the hell can you possibly do that if you can create a large amount of different builds?

That’s the case for literally ANY video game. Developers surely prefer to work on a system which is identical for millions of users rather then cope with all the different PC builds and the incompatibility issues that it may produce. That’s a LOT less work to do for them.
On the other hand it’s much easier on PC to find workarounds for any problem you may experience. All PC players are used to find ways to fix or even improve the games by themselves and can often give crucial feedback to the devs. So that compensates.
