Evolution is actually time based, levels donāt factor in evolution when it comes to SA2 chao. In Pokemon it does though! 
TLDR: You have to chill a lot in the actual garden.
This may shock you but many spoiled chao actually reincarnate and some even listen. Petting is just an easy and quick way for them to chose an allegiance. When they become adults no need to pet them too much.
EDIT: Chao live up to 5 years and one Chao year is 3hrs minimum. They probably reach adulthood in 6hrs while you are in the garden. Maybe even less using the infinite animal/drive glitch but I canāt tell you in numbers how shorter it will be.
Soā¦when they reincarnate into dark or light, does their āspoiled meterā I guess you would call it, reset or what? Also Iāve heard that there are seven different respective immortal forms that are akin to each of the 6 different characters.
Basically what youāre telling me is that I need to pet my chao for 3 hoursā¦?
They donāt need to reincarnate to turn light or dark, they turn into that when they reach adulthood. (Probably 6 in game garden hours)
There are 3 immortal forms which are called Chaos Chao(proper name) or nicknamed āGod Chaoā back in the geocities days. You get those by reincarnating a Chao 3 times and on the third life giving it all 21 unique animals and no drives. Fruit is fine and when they reach adulthood depending on what allegiance they are they will become that respective Chaos Chao (Devil,Angel or Neutral). You can make variations of them depending on what coloured eggs you buy from the blackmarket dealer. You will get to face these Chaos Chao in the races and they are damn hard to beat if your Chao doesnāt have stats in the 90s.
Ok, so my chao has been pet a ton by Shadow and Rouge (no Eggman love) all I gotta do is hang out in the garden for an hour or 2 and itāll turn dark?

Wellā¦ really? Itās just a big waiting game? So can I save time by getting Sonic in there to pet the other chao a lot and wait for both of them?
EDIT: My chao looks more evil! Has a purple ball on itās head and its kinda spiky. speaking of spiky, so is the weird little line leading up to the ball, also got a horn and blue eyes! Cāmonā¦ trophy chao!
The trophy only calls for one transformation on 2 chaos one evil and one good, right?
werent there special chao in one of the versions that were only available through some special means or something? im sure i heard of (and maybe even saw) a knuckles looking chao and one that was like the little robot thing that gives you hints in the levels.
Yeah that is all you need for that specific trophy, and yeah Sonic can focus on other things.
Just got 100% trophies in the game and now I can finally replay that Greenhill Zone remake. I like it more than the Generations version just because the SA2 physics granted more freedom.
Those Chao are in the DC version as well. Also read the above posts when you can they cover the special Chao available.

Ok, I got both of my chao and now I just need to make a level 99 neutral chaoā¦ oh godā¦
note: your chao actually gain more stats when they are adults so id get them to level 10 in everything and then go from thereā¦
special chao: Tails,Rouge, Amy, and Knuckles are specialā¦ (sonic and shadow are the easiest)
Tails chao actually had two tails and was only available to a PSO event
Rouge was a dark fly type
Amy was a neutral pink run type
Knuckles was a red power type
have no clue on how you make themā¦
I was able to get 3 Chao to level 99 using the animal glitch, I used drives back on the DC and that was hella slow lol.
If you go to Chao Island it is the SRK of Chao and you can find out how to get all those Chao except for tails I guess. Though the Chaos Chao look the coolest regardless. Hell there are youtube videos now of people getting almost every type of Chao so the help is available.

Sonic,Super Sonic,Shadow and Knuckles Chao are easy to make and you can find out from Chao Island.
You can also get transparent Chao and even transparent Chao of different colours so you could have a flubber Chao if you wanted to lol.
DOUBLE EDIT: You can see all the coolest type of Chao once you beat the entire race and karate modes so you will know what to get.

Double Edit: Iāve come to the conclusion that Sonic chilling in the pool is the safest way to let Chao age unattended. If they try to come to you they will fall in the pool and just start swimming. This is only possible if they can swim of course. Itās crazy how they were only one year old even after mating and being adults. I got many hours to go till they become Chaos Chao. Their happiness seems to be >50 since they all come to me when I whistle.
Apparently giving your chao certain animals and chaos drives will still change its appearance (and by that I mean the color and shape of their body, not developing animal parts) even if a stat is already maxed out. Their apperance is never permanent unless you make them 1 of the 3 Gods. Wouldāve been nice to know 10 years ago.
Yeah most people donāt know about the second phase of adulthood where their appearance changes once more slightly.
Also in regards to bodyparts:
If you donāt like their appearance you can change it with Skeleton Dogs since those animals remove body parts unless they are 1 of the 3 gods/chaos chao of course.
So I chilled in the pool and 13hrs have passed Iām close to the second lifetime. My Chao have already mated 3 times lol.
After your Chaoās alignment is set(after the first evolution), does it matter if you continue raising it with a Dark or Hero character? For example, I have a Hero/Fly Chao that Iām raising into a Hero/Fly/Fly. Would giving it Chaos Drives with Shadow have any negative effects?
I donāt think so, as long as the Chao has a halo the alignment doesnāt change if you raise him with Shadow. As long as you are giving the Chao purple drives your goal of hero/fly/fly should be fine. Iāve heard rumors of Chao being raised by certain characters having a small influence but if you are worried you can raise the Chao with Rouge if you like. TBH I donāt think it matters too much, using the appropriate drives should be all.
So my first Chao has reincarnated for the first time. I put him in the Chao school so I can get my other 2 to play catch up. I want all 3 Chao to become Chaos Chao at roughly the same time. If I can get em past the 2nd reincarnation then the third life is a cakewalk.
