I agree. Not only that, but the matchmaking system sometimes pairs me up with people who have 2000 (!) more bp than I do, despite the fact that I am still D+ Rank
For starters, if someone jumps in your direction at footsies range (in range of your normal attacks), that player is probably attempting a cross-up. If both of you are in a range where neither one of you can reach the opponent with a normal attack, then a jump from that distance would not be a cross-up. Of course this is just a general guide, there are some exceptions and especially with certain characters who have far-reaching normals such as Chun Li, Dhalsim, and Rufus. Some are even trickier like Ryu/Ken Tatsu’s, and Asuka’s j.HP which can be pretty ambiguous. As you get used to seeing each character’s jump animations and general habits, you’ll learn to block that cross-up. Like thecapsaicinkid said, experience counts. 
As for how to defend against them, you simply change the direction of your block as if your opponent has already jumped over you. Always be expecting a jump-in/cross-up, while keeping a constant note of how far your opponent is from you even if it doesn’t look like he’ll jump.

I feel like I’ve gotten to battling at at least a C rank level, and yet douchbags using cheap tactics just sap away my BP before I can get to it… Then that stupid BP glitch happens and it’s back to square one…
I personally feel as though I’ve gotten so much better, but the game labels me as what it labels me… regardless… D+ is just… .where it’s at I guess…
I know that feel. Had those auto-gem users taking me down all the time, and instead of that glitch, I had nasty constantly disconnecting internet. Fortunately, I fixed my internet up some and can easily get to C rank, though once I’m there, I’m quickly tossed back down into D+. Maybe that means I’m C-.
Anyways, have I mentioned that I hate how most of my opponents seem to rely mostly on ABC Launcher combos? It’s just so sad to see people still doing the entire thing, especially for punishes. Just do a single move into raw launcher for punishes if you really want to tag out, or hit confirm with links then raw launcher. Those poor combos…They deserve so much better…
Oh…and I hate Vega…
It has been a long time since I’ve played with a cross-upper, which is unfortunately not helpful in building up experience. 
Your advices are helpful though. I guess the best thing to do is to anticipate a cross-up all the time or at least prevent my opponent from doing one.
I stopped using boost combos due to the high risk in getting punished if the combo was blocked. I would rather link two jabs and then launcher as it’s much safer.

beat a guy with 0 BP = +30BP
beat a guy with 17,000 BP = +90BP

Thanks to Mouhappai, I’m starting to get the hang of doing cross-ups.
Unfortunately, that didn’t prevent me from panicking on my first two ranked matches (again!) and lose my streak. I could have at least won a round on those matches but failed due to me dropping my finisher to claim the round.
And after my earlier rant, my disc got damaged! It’s like, “Not only did you waste 80 bucks and 200 hours of your life on this game to get better at it, now it won’t work! And you STILL suck at it!”
Abc launcher is godlike.

My rufus in particular uses aaabc launcher and i still beat b ranks.
I rather not, and you probably shouldn’t either. Why do aaabc launcher when you can do aaa launcher or aa launcher instead? By the time you get that second or third a, you should be able to tell if you’re hitting them. So after that a, just cancel it into a launcher. Then you’ll usually get more damage off your combos, allowing you to (hopefully) win faster. Doing the whole thing just makes your damage go down thanks to scaling. It’s more efficient to cancel into a launcher from a few links.

They replaced my Guile/King team and I’m winning far more consistently right now.

I’m sick of those people who after a stealing a win stay there in the lobby without getting “ready” to disturb you. Especially when they are the ones who created the lobby and kick you off as soon as someone else enters. What’s their ploblem? So many assholes playing this game.

RyuKen teams, seriously, 4 separate RyuKens consecutively. There are what, 55-ish characters and I have to face the same two over and over.

If you make an endless lobby labeled “Looking for Players 0-1000P” then it’s pretty bad form that your rating is over 5000. Total dick move, IMO.

Just joking. I agree with you. I finally got the gold trophy for the C Rank, so I am going to be spending most of my time in Endless battles (Friends and open lobbies), where the more unique characters are used.
In SSF4AE I went through my replays list once and I managed to come across 8 Shotos in a row (Evil Ryu, Oni, Akuma, Ken, Ryu). I am surprised that Gouken and even Sakura rarely get picked in Ranked.
