Crowd Control. Stuns/confuses/debuffs/etc. that keep enemies out of the fight or weakened so your heavy hitters and tanks have an easier time picking them off or focusing on the more dangerous mobs/enemies. Phaselock is intended for this.
The Sub-Sequence talent will be great for this, even at a 20% proc chance.

Oh there is no chance in hell BL2 will get GOTY. That will go to either Call of Duty Modern Warfare the same game as the last 6 or Assanines Creed we will still make a shitty game and watch everyone cream over it edition. That or Mass Effect 3 with its super shitty ending.
