If someone is uploading to one of the free file hosts for the iso, I suggest Megaupload. The limit for non paid users is 1 GB (the information on the site is outdated). It also gives the best download speed I’ve seen out of the free file hosts.
You know, I wonder why it is that seemingly all the best 3s players use GGPO. I personally can only ever get 2df to work and it seems pretty decent to me. Is there any particular reason why GGPO has the majority?
