it’s not that hard if you are looking for that, expecially on arcade. If you are expecting a whiff cMK you start buffering the qcf*2, if the do cMK indeed you finish the motion, or else you stop. I can do that and I’m not even a Chun player.

For SAII just look up Dirty Music or Thantos. The reason why you don’t see him using SAII is that Tengu stone is over all more versatile (though you give up EX). In any case, looking for SAI Oro is like looking for SAII Hugo or SAIII Chun. I’m sure it’s somewhere out there, but not really worth watching.
