Well, at least a points system, while confusing, is far less scrubby than “soft-banning”.
Especially since “soft-banning” doesn’t actually do anything other than frown on people who play the game the way it was designed and use top-tiers to win just like any tournament winner ought to.
If a points system would actually get people interested in KOFXI and NGBC in the US then I would be all for it. I would just want a LOT of thought and variety of opinions going into making the tier list.

HOW ABOUT THIS:
We all take a vote on NGBC tiers. Let’s take the first 30 or so votes from players who have ACTUALLY ENTERED AN NGBC TOURNAMENT IN THE LAST 12 MONTHS (let’s say…from Final Round X to the present).
Then each voter fills out a bracket:
(S-Tier: Worth 2 points)–5 characters
(A-Tier: Worth 1.5 pts)–7 characters
(B-Tier: Worth 1 pt)–15 characters
(C-Tier: Worth 0.5 pt)-- 7 characters
(D-Tier: Worth 0 pt)–5 characters
For each vote, characters given points based on their tier placing. After all voting, the point average of the character is determined and his/her tier placing is given based on the closest range.
For example, here’s what my vote would be:
(S) Big, Kim, Hotaru, Marco, Tung
(A) Robert, Kyo, Iori, Shiki, Haohmaru, Terry, Kaede
(B) Everyone else
