Indeed it does. And yeah, there’s tons of broken supports, but I was mostly just referring to the Battle characters. The only Supports that are banned by the GameFAQs (basically the biggest english JUS community, or it was, it’s kind of dead these days) are Trunks 3, Seiya 3 and Sena 3, and Seiya is only banned because he’s like Trunks-lite, and if he wasn’t everyone would use him instead of Trunks.
Nishino 3 (the whistle girl) is a bit overpowered but not quite broken. It’s definitely whatever tier is right below those 3 others though. Hibari 3 (the guy that throws you off the ledge) is small time. using just about any offensive Support will break you out of his grip.

Also, Dio isn’t even the strongest character in the game. Why not complain about the God characters, Jotaro or Kakyoin, or maybe, just maybe, complain about the one character that is considered to be BEYOND GOD TIER, Petshop. Petshop is considered to be beyond God Tier by the competitive community in Japan, if you didn’t know.
Impossible, Za Warudo uses all of the meter and takes at least 3 meter to use it. There is no infinite supers cheat. Also, 2 seconds is a long ass time for start up that’s 120 frames of start up. Even then Za Warudo has more start up time than that, so I don’t see how you could complain, the move is super punishable. Ex:[media=youtube]EfW5zqDdWIc#t=4m09s[/media] The Dio player goes for Za Warudo twice and gets punished both times.
Also, Jojo’s Bizarre Adventure still has tournaments in Japan, 10 years after its release. How does this game not count as competitive?

I wish I could play as the Giant Statue in SCIII. Every move is unblockable (including lazers and the ability to punt you out of the ring), he has zero hit stun, and a shitload of health. The best part about him though is when he dies, he can still K.O. his opponent by falling on him.
Raoh is up there, due to having huge damage, huge HP, huge priority and attacking moderately fast, but he also has a lot of easily punishable attacks that the other big men on campus don’t have.
