At the end of the day, I agree that Capcom painted themselves into a corner with the idea of Bison snatching bodies, etc. It makes him seem invincible, unfortunately they need an outside agency that is presented to be OBVIOUSLY more powerful.

The villain of the piece should seem invincible and be the most powerful force. That is what makes the damn struggle of the story worth it. If we know that Ingrid can just swoop in at any time and render Bison irrelevant it undermines the entire struggle of the actual main characters against him.
