Well she is “technically” a neutral character. I mean having a “evil” protagonist sounds like a nice change of pace.
I always thought Juri was more Anti-Hero rather than neutral. yes, she has no alliances to anyone but herself, but isn’t afraid of (and rather enjoys) hurting people to get what she wants. Any kind of “moral code” that protagonists have is easily broken by Juri.

Didn’t DmC get an extension that had Vergil as the protagonist IIRC? Not the best game for a comparison but I dunno if he was still a villain there.
they wouldn’t have to change her character at all. Worst case scenario just make it a spin off series then. That way noone gets offended. Juri gets to be herself. I for one would love to lay the smack on the good guys and not give a fuck.
I could imagine all kinds of spin-offs for Street Fighter characters…
Ryu/Ken/Sakura - classic Final Fight-esque beat’em’up
Cammy & Delta Red - coop-oriented top-down view twin stick shooter (like Renegade Ops but without vehicles), with Abel as a guest character as a nod to UDON comics
Juri - 3rd person action by Platinum Games, with Chun-Li as the final boss
Guy - Strider-like 2D action-platformer (because ninjas), with Maki and Ibuki as additonal/unlockable characters
Rolento - Real-Time Strategy where you rule his Utopia he dreams of, or it could be like Tropico (because why the hell not?)
Bison - Pandemic/Plague Inc inspired strategy game, or maybe inspired by RISK
C. Viper - Splinter Cell-type of a game dedicated to infiltration missions but has some action-ish elements
Seth - Fallout Shelter clone for Human Incubators program
Elena - rhythm game like Dance Dance Revolution
Haggar, Hugo, Zangief, Birdie - gimme Slammasters sequel with these guys in
Guile - make him a guest character for an Ace Combat game (again why not?)
The list could go on
Chun-Li as the final boss…man they would have to make the beatdown real good then. I’m talking like a severe china girl beatdown. But if it was made by PG I could see it being good. They made godhand, MGR and vanquish afterall.
I’d be okay with such a game getting added to the CFN eventually.

Juri reminds me of Xenia Onatopp from Goldeneye. She loves to inflict pain and gets off on it. She no moral compass. Juri’s the polar opposite of Chun Li. Chun Li loses her father drives her to become a master martial artist and Interpol Officer. She wants to stop what happened to her from happening to anyone else. Juri loses her parents and her eye. She wants to inflict the pain she felt on others. Her personal tragedy drives her to inflict pain instead of prevent it.
And that is how it should be done. 
Dude, i would pay to see that fight in an instant.
