I have a theory that Vega is the one who trained the Dolls in hand-to-hand combat. Vega and Cammy (and other Dolls) have some similar normals and throws.
I certainly don’t think Vega is a pushover, but I always got the impression he was weaker than Cammy. Though looking back at it, it seems he’s actually on par with Chun. That’s a good observation about the dolls.
Vega is one of the stronger Street Fighters. At the very least he is on par with Chun-Li. but that speaks for Chun-Li’s strength rather than Vega’s weakness. He would skewer Cammy alive.

Vega was ranked just below Sagat in terms of Shadaloo hierarchy. After Sagat left he’s second only to BISON. That’s ridiculous! Vega is in the upper-tier of the world warriors and can hang with characters like Guile, Chun-Li (both of whom he’s probably raw-superior to) and even Ryu and Ken (though those two are, obviously, above him). From everything we’ve seen he’d butcher a bunch of the other characters. He’s one of the 4 lords of Shadaloo (either ranked 3rd or 2nd) and is the #1 killer in the employ of the most evil bastard the world has ever seen. He BETTER be able to slaughter fools.
Vega has always been > Cammy. Cammy is more about her potential for Bison than anything else. If she were guaranteed to be powerful just based on raw genetics & such then that would mean Abel would be much stronger…and Abel isn’t shit. At best, Abel & Cammy are really really nice looking chassis that are exceptionally well put together. Bison is the goddamn horse-power under the hood, though and, without that, they aren’t going 0 to 60 in any kind of record time.
That’s something else to consider. Even if Cammy could hypothetically give Vega a run for his money (she doesn’t). Once she gets a scratch on that face of his, Vega will go super saiyan and eviscerate her in a bloody flash. Mad Vega > Elegant Vega.

Vega has never won a open fight, he is ambushing everyone. Yun and Yang did the same all the time pre-SF3 and defeated stronger opponents with this.

I was always under the impression that Vega wasn’t really that much better than either Chun or Cammy without his claw and mask. The reason why he was 3rd ranked in Shadaloo was because his Ninjitsu was so effective with the use of his claw. The reason why I think Fang now outranks him as Shadaloo’s top assassin, is because of the poison he uses with his “Kenpo”. Take either of these aspects away from them, and their potential as assassins diminishes greatly. The only attack I could see Vega using as an effective claw-less killing technique would be his “Izuna Drop”. Balrog and Sagat can kill with their bare fists alone. The reason why Vega is above Balrog, is because Boxers unrefined style would probably mimic the bulls Vega’s used to fighting. The reason Sagat outranked Vega was because his style was that deadly and refined he was the undisputed “King of Muay Thai”.
I think if Cammy were to somehow disarm and de-mask Vega, from a story perspective he would be a flustered mess. Vega is a narcissist worried about his beautiful face first and foremost. He gets anything on it and he’s gonna be more worried about vanity than the actual fight. If Vega were to receive a scratch on the cheek, he would more than likely scramble to find his mask and claw to exact his revenge. He would almost be predictable in that sense.

While I think it’s ridiculous to argue the “story power level’s” of Street Fighters, it sounds like fun, I love nerdy stuff.
Chun Li kicked the shit out of Claw, literally, in the SF2 movie. So Chun Li is undoubtedly stronger than Claw, whose power is probably held back by his narcissism. When he loses the mask, and especially the claw, he becomes Sean that’s his power source a dangerous weapon and having his number one concern, his face, protected at all times. Maybe with the mask he’s equal too or slightly weaker than Chun Li. Once it’s off he’s going down like a bitch. Cammy could definitely kick Claw’s ass also, with her speed she could easily get the mask off and avoid the claw.
Even if you discount the SF2 movie (which is awesome to this day), the leading female of Street Fighter is not losing to a shadoloo goon, even if he is a cool goon, he has a huge weakness and is weaker than Sagat who I also think Chun could take and beat.

Complaining about a ninja being able to sneak up on opponents of approximate equivalent skill and beat them before they can even blink is actually a statement in SUPPORT of Vega’s talents as a fighter. Vega’s stealth is literally S+ tier in the SF series.
Also, Vega’s unused fight data for SFIV specifies that his rival battle was going to be Cammy…who, as the player character, he would defeat.
Also, Vega is handicapped against Cammy (just as he is against Chun-Li) because he finds them beautiful and loathes to actually harm beautiful things and his fighting style basically revolves around butchering things. A great (non-canon) example of this is Vega vs. Chun-Li in the SF II animated movie. He beats Chun-Li pretty handily but is OBVIOUSLY toying around with her…then he gets hit in the face and goes all out and starts absolutely brutalizing her with Chun-Li winning through protagonist pluck.
This is evidenced against Cammy by his rival battle with her (where he beats her) and his caring for her causes him to hold back.
Cammy and Vega are established rivals. Basic concepts of hero vs. villain themes dictate that Vega SHOULD logically be stronger than her (otherwise it’s silly to have the antagonist be the underdog…) and by a solid margin. And he is. Can Cammy still pull off a win because tiers in SF are not hard-coded (though more so than something like KOF) and because, as stated, Vega has some disadvantages against her that specifically make them good rivals (ie: his conflicting feelings towards her).
Honestly, of everyone in SF, Vega probably has the LEAST villain erosion…which is awesome.
This seriously reminds me of a debate I had with someone that insisted Blue Mary was higher tier than Ryuji Yamazaki. That made me laugh slightly more though

Vega is a ninja. Stealth is an attribute, so I don’t understand why it’s being used against him here? Also, I read up Cammy’s story under her wiki page (though it may be unreliable, idk), and it seems Vega deliberately lost.
