In addition, a Capcom employee states they are the same person in this interview. The problem is, the timeline for Hugo’s life is really hazy if they are the same person:
-Hugo was born in Germany
-Moves to the United States and becomes a pro wrestler
-Joins Mad Gear (May go before the above instead of after)
-Joins up with Poison to start a new wrestling career
I think it’s one of those things like Mike/Balrog where they are clearly intended to be the same person, but annoyingly, Capcom says they technically aren’t.
I think it’s a case of fuzzy continuity where Capcom’s left hand doesn’t know what it’s right hand is doing (hint, the left is punching Capcom in its own nuts while the right tries to pick consumers pockets)

Basically at the time they wrote the book they were using the original story for Hugo. Hugo just wasn’t intended to be an Andore and wasn’t stated to be one in the story until late in SF4 era (officially in USF4 to be specific).
Honestly they could do the same thing with Mike from SF1 and just say he is actually Boxer (Balrog) from the main series, but they specifically keep the two separate. Even today when you have artwork joking about how he resembles boxer. But for Andore and Hugo they joined the two stories, and this is evident in Hugo’s USF4 arcade when he talks about missing his mom and how the members of Mad Gear want him to join. So Hugo and Andore just became the same character recently. I assume that Hugo is Andore Jr being that he’s in pink and his brother Andore is the one in red.
I was under the assumption this was reversed (Jr is red and Andore is pink), at least that’s what comes up in a Google search… unless I’m mistaken I think the Internet has the Andores mixed up.

Well, in SF2, Sagat’s japanese ending mentions that he and Ryu didn’t fight. Yet… you need to defeat all the characters (including Ryu) to finish the game…
Also, AASFZ1 states that Ryu fought 20 fighters in Thailand before being noticed by Sagat.

I hope Gen’s SF one is were he is supposed to fight a match and suddenly fallen unconscious before a fight should have begin that he was rushed to a hospital and as he regained consiousness the doctor explained to him that they discovered that he has leukemia then that caused him to be disqualified at the entire tournament.
Upon discovering his illness that cause his disqualification he becomes frustrated and seeks a worthy deathmatch. This still makes his status quo as good fighter without technically need to bother of fight outcome and possibilities from other fighters matches.

Thanks I appreciate the gratitude and I’ll see if I can find anything on that page Ryu’s cheap shot. That’s an interesting note about Ryu fighting 20 people in Thailand before he fought Sagat. This makes me think that the whole SF1 tournament is something that’s only based in Thailand, and any other fight Ryu may have had with the remaining characters during this time could just be part of his global journey. The only fight we know about in SF1 is Ryu vs Sagat, and subsequently its the one that’s referenced as the championship match of the world martial arts tournament. If it took Ryu 20 fights with unspecified opponents in Thailand for Sagat to notice him, then the world journey Ryu just had before reaching Sagat was of no concern to him, so was he the one to set these fights up in a tournament? His concern only appears when Ryu shows up in Thailand and makes a name for himself otherwise Sagat wouldn’t have bothered with him. So maybe SF1 is a combination of Ryu’s global journey which culminates in Thailand during Sagat’s world martial arts tourney where Ryu demolishes 20 opponents (maybe Adon being one of them) before Sagat takes notice of him.
That’s a great explanation, Shakunetsu. I could totally see him being disqualified based on that alone.
In his final battle with Gill, Oro thinks Gill looks like he’s as strong as Ryu, which seems to piss Gill off. I just go with the explanation that Oro left the tournament after beating Ryu. I can’t see anyone there beating him.
What’s interesting is that you have to fight Ryu before Gill, which is pretty cool.
In the case of Hugo/Andore, it was probably as bakfromon suggested, that the character “Hugo” in SF3 series was that early design before they retrofitted onto Final Fight Andore’s physical design to it. But I’m not convinced that they didn’t basically convert the character “Andore” into “Hugo” right then and there, as opposed to recently with USFIV. Reason: If SF3 Hugo was originally meant to be a completely different character to FF Andore, why did they pair Hugo up with Poison? While you could argue that, despite appearances, there was no “Hugo” or even an “H.Andore” in Final Fight, they made it clear from the time that 2I was release that he was teamed up with Poison, an obvious and unmistakable FF character. They also could have further distanced the two by having SF3 Hugo with a different colour scheme, but instead went with Andore’s pink as default. So despite the original back story not being a perfect match (though really, aside from not mentioning having a brother in addition to two sisters, I’d argue that the back story fit fine, just with some gaps missing), it was too close for the two not to be considered the same character even at the time of 2I’s release.
No, I think this is just one of those examples where Capcom (or is that Japan in general?) likes to hint at things that are blatantly obvious without officially confirming them. See also: Squall and Laguna’s relationship in Final Fantasy VIII (for those who don’t know, Laguna is Squal’s father, but while it is blindingly obvious in-game, it is never explicitly mentioned anywhere in-game, and it wasn’t officially confirmed outside of the game until the FF 20th Anniversary Ultimania, released some nine years after the game).
Side note: T"hat’s why there are unfinished Hugo sprites in New Generation, even when he isn’t a part of the New Generation, or a traditional returnee like Ryu or Ken"- Er, Hugo’s unfinished sprite in New Generation have nothing to do with the story. That’s just because NG was very unfinished at time of release. Much like how Super Street Fighter 2 Turbo (minus the speed) was what Super Street Fighter 2 was supposed to have been had Capcom not been scared of Mortal Kombat 2 and released the game 5 months early, SF3:Second Impact was what SF3:New Generation was supposed to have been (well, certainly Hugo was supposed to have been part of the original lineup; I can’t recall if there’s any evidence of Akuma or Urien in NG’s files, but note that Akuma and Urien are headswaps, which would have required far less work than a completely original sprite like Hugo and could have been decided upon early in the eight month gap between NG and 2I).
Oh, and yes: Andore= Hugo = pink top. Andore Jr. = red top. Ignore Final Fight 2 and especially Final Fight 3.
With Mike and Mike Bison, though, there is sufficient evidence that, despite superficial similarities, these two are different characters and have always been different characters. Primarily, their back stories are completely different, such that you can’t confuse the two (though we did confuse the two since early english texts of SF2’s backstories mapped Mike’s background [former boxing champion, killed opponent, banned from the ring] with M.Bison’s [never a champ, injured but never killed anyone]). I’d also argue that their designs are different - i.e. SF2 M.Bison doesn’t look like SF1 Mike at all, but it’s kinda hard to tell since, for example, Alpha Adon doesn’t look like SF1 Adon. And of course, Alpha Birdie is completely different to SF1 Birdie, design-wise.
There’s a fairly easy (?) way to confirm: It’s been long said that the two characters fighting in SF2’s intro are supposed to be Joe and Mike from SF1. If we can get confirmation on that, then we will have an instance of a game (namely SF2) that has both Mike and Mike Bison in it as two separate characters.

So I went over the text and and its seems to mostly go cover the account of how Sagat developed his Tiger Blow. I’m not finding any specifics about his first fight with Ryu, only that he lost. This is my understanding of it and you may correct me if you see an error.
Don’t really care if they do that or not. But I do want the events of Sagat soundly beating Ryu, then the SnH awakening and Sagat getting scarred by the Metsu Shoryuken.
Which is not something that should play out mid-player match. So you have the player play Sagat, then have the rest happen in the cutscene after.
Capcom can decide exactly what Sagat was doing at the moment he thought Ryu was defeated.
