Apparently Double Fine does this every year behind closed doors.
The fun thing here is that this time they opened it up to the public: Anyone can see the pitches, participants were the ones who voted to determine the top 5, the teams live-streamed the making of the prototypes (filmed documentary-style by 2 Player Productions), and then the playable prototypes were released for participants to try. As a bonus, they also added some past prototypes of full games that they actually later created and released.
The event is finished now, but the pitch videos are all up on YouTube, and the whole stream is archived.
