If the game doesn’t have a shitload of characters with air dashes, it isn’t anime.
I’m not gonna have people tell me that Rumblefish 2 and a bunch of other games are anime. People probably got it mixed up with all the poverty fighters. A lot of them were way closer to SF than GG/BB.
Story should never dictate a character’s strenght in the actual game.

That’s the natural order of things. Be the main character like Rashid, rich like Karin, head of evil organization like Bison or evil father/rival Akuma.

Aoko is the definition of Overpowerd and one of the strongest Mages in all of Fate/Melty, I mean she literally punches giant energy beams at you for warm up.

Saying Ranma 1/2 on the SNES is an “anime fighter” would be accurate in that it is a fighting game based on an anime, with anime-based visuals, but it doesn’t describe the game itself. It’s also pretty redundant, as you only need to see a single still image to tell its visuals derive from anime.
It’s similar to saying a game like Street Fighter EX is a 3D fighter. Yes, it is a “3D fighter” because it is a fighter that uses 3D graphics. But “3D fighter” as a useful game description puts weight onto gameplay and mechanics, which itself is why people invented the term “2.5D fighter” to describe games that used 3D graphics but stuck with largely 2D gameplay.
While some used “anime” solely to dismiss any game that carried hints of an artstyle that they didn’t like, that usage had little meaning for describing the game itself. Particularly when “anime” is a pretty wide description in regards to visuals, and it felt like most Eastern fighting games had at least some degree of (general description) “anime” to their visuals. It was even sillier when you realized someone blasting some new Japanese game for looking “anime” would simultaneously be a fan of Alpha.
Mind, as others have said, some also just didn’t want MvC2 classified as “anime”, and thus didn’t want a purely mechanics-based definition.

You have pertho here talking about airdashers as what he calls anime games for example, which i assume goes with what youy are trying to say, while others here are already showing how they have different definitions of it.
Fighting game devs already account for that by beefing up the CPU boss. You want a story overpowered boss, then play story mode.
If you want to make a competitive fighter, then make the fighters competitive. Don’t make the boss character overpowered just because he’s overpowered in your head canon. Aim for a game where the better player wins, not the player that just picked the better character.
Besides, if you wanted to be realistic, Sakura would get immediately crushed by Bison. She wouldn’t have the slightest chance of winning. But strangely enough, most fighting game devs have enough sense to realize that they shouldn’t balance characters that way. (Even if they still balance around “story”.)
Also, if you want to balance to story power, you shouldn’t forget that your overpowered boss is likely fated to fall to at least one of your regular roster. By the story power argument, that regular roster member should be made more overpowered than the overpowered boss. Ryu should be god-tier in Street Fighter, because Ryu storywise beats everyone (even eventually Akuma.) And don’t forget powered-up bosses would normally be weaker than their (temporarily) powered-up forms.
Honest to god I think I just have bad self control. I basically stick to games I don’t love because otherwise I’ll stay on way too long.
