Well yeah, but I still wish the writers would address the elephant in the room of how they treat them as prisoners. Do they hand them buckets to piss in, how 'bout some wet-wipes and at least some travel-sized bottles of mouthwash to keep the funk away? I’m pretty sure that Peek-A-Boo is the first female prisoner in there, so what are they gonna do for her female-specific needs?
Sure I could overlook it, but that would be an offense to my common-sense and my curiosity of their personal hygiene in small square boxes. I hope there is some kind of a mass breakout to show them how bad of an idea it is to create makeshift prisons with little regard for the prisoners locked inside. STAR Labs could work with the police to make custom rooms in regular prisons to accommodate metahumans, or get the city’s permission to hold them where they are for a foreseeable time (they now trust them more after the incident with Captain Cold and Heatwave).
I still don’t get Hartley being held since he’s not a metahuman, and the first time he was caught in front of the cops it’s hard to know if the Flash kidnapped him or said officers just let him go upfront.
I do appreciate all of the things the show gets right, but it also serves to highlight the other moments that it can also get wrong.
It’s hard to think about accommodations for metahumans since letting them go out just to go potty could result in a breakout or death. Like, think about the guy made of gas. You can’t even grant him food because in theory, he could escape through any hole you’d give him food through.
Let’s be real, there’s no legitimate way to store metahumans without making it pathetically easy for them to break out. Hell, even in movies…just look at Magneto and the lengths they had to go through to keep him locked up. And that’s for a very specific, conditional ability. Unfortunately, prisons are just one of those things you have to look past because in reality, no prison should be able to hold them while giving them legitimate human rights. If you’re giving them human rights then you’re supplying them either with tools or times they can break out.
This is why in both Marvel and DC there are prisons made so that way even if the prisoners do break out, which they inevitably will, they have no place to go.
Hartley deserves to be in there for exactly the same reason you would want someone like Clock King to be locked up. His mind is too fucking dangerous to be let loose outside.

I barely thought about them till yesterday when Cisco was like " it’s two way glass". I’m like when did they have time to fit that in there? Did they blindfold that bitch and keep her there till the cell was ready? Then I thought about the other rogues and I’m pretty sure a couple should be dead by now.
This is going to be one of those plotholes addressed later when the writers are struggling to find a theme for the season. Joe knows they’re in there and the police can’t be that clueless. “We were chasing this guy who was terrorizing the town but now he’s gone so yayayaya” People are being imprisoned without due process.
