I think it’s definitely a reference, yes! Millia Rage’s Guilty Gear Xrd look also seems Maetel-inspired. Very iconic Japanese pop culture image.

Manga artist Leiji Matsumoto and his works were huge in the 1970s. Galaxy Express 999 was one of those works, along with his later work on the seminal movie series “Space Battleship Yamato.” Ryu’s “Hadouken” is inspired by the Hadohou cannon that the ship in those movies has.
Most people outside of Japan only know of Matsumoto because of Daft Punk’s anime music videos for their album “Discovery.” GE999 remains obscure, though.
I like the Russian title. It should stay.
