Most of the tiers are based on “on paper” data. Frames, speed, damage, etc. It doesn’t take into account what people can do with it.
Take for example: Raven - everyone who plays Raven says that he’s whack in BR. Move whiffs that shouldn’t whiff, etc. Cynnik still beat Naps. In some Japan tourney vids, Lars was owning, then got beasted by a Raven.

in t6 his combos were really solid and even off axis launchers would go into most combos. i played him in BR… hes mostly the same just alot more shit is punishable
he’s what i call a roulette character… he has more then just high/low/throw in his mindgames so it seems and you have to pick the right option at all times (as a raven player) because one false move other then like df+1 and you get hit with something stupid… get wall carried… and end up in a position you really don’t want to be in.
raven’s OKI game is ridiculous though imo… so many options when ending a combo that either reset them close, far… wall carry… pressure to the wall but not quite there where it puts them in a “shit if i guess wrong on this next mixup i eat a double bound wall combo to more oki”

Naw. You said you prefer the official tier list over a random one. But there isn’t any official tier list. Arcadia in Japan has different rankings from other Jap players, and Korea’s grid is almost completely different save for everyone agreeing that Law, Steve, and Bruce are top… something.
Anyhow, the point is that because Fukusu is godly with Lars doesn’t make Lars a top tier character. Fukusu’s just something else.
The joke about Lili and Lars being bottom tier is so that if any random scrub is going to pick “whoever iz da best”, they’ll avoid Lili and Lars. If you’re a Lars player (like myself), you should be grinning about Lars being “bottom tier”, not complaining.
