Isn’t there something with the Dreamcast version and it’s not arcade perfect? Like the removed Urien unblockables or something?
It uses version B of Third Strike that removes Urien/Oro unblockables, has some damage/hitbox tweaks across the board, and removes a few bugs. Though, Version A is the most prolific version of the arcade board and it’s what (I think) the PS2/Xbox versions are based off of; those are widely considered the tournament standard versions, not the Dreamcast port.

(T6) Jack6 - Boil down the system to three moves and you can still win at high levels with J6.
(BB (in my infinite experience) Ragna - Braindead hitboxes/damage/6 hit combos for half life.
(CvS2) A-groove Bison - Builds a whole meter if he thinks about moving…then can take 95% of a full character with a combo starting off a jab?
(KoF) Omega Rugal - Not a playable character but the engine was designed to blatantly button read and react with the ideal response. I think I body slammed the game after hours of trying to beat him.

(MvC2) Storm - Arguably best rushdown in the game, Super that chips decently and covers whole screen, can run away like no other (cough…Logan…cough), DHC starter is godlike, can literaly dash off screen becoming impervious to 98% of the moves in the game, absurd hitboxes on j.lk, j.fp, j.rh, d.fp, d.rh, s.rh. Can float to change trajectories on jump/superjump, a terribly thought out fishing mechanism (lightning attack), a projectile that hits three times and only trades with like 4 other projectiles (eats the rest), infinite on the only other character even close to her tier (Sent), annoying sound effect (HAH!HAH!), air dash, flight mode, unfly(to block unblockables), one of the fastest at building meter. Shall I go on?

Looks like Storm has everything. Sick projectiles, float jump, eight way dash, hailstorm, etc. Awesome. Viper has a focus attack with hyper armor or some shit, double jumps, and air dash. Fuuuuuck.
