I think the more sensible thing is to MAKE SURE that your stick is fully functional BEFORE the fight. After all, the stick is your own responsibility and it’s something that you should be checking up on regularly anyway. If you find that the stick is “broken”, suck up the loss (or rejoice on your lucky win) and ask to borrow someone else’s stick for your second match. This should remove any chance of rule abuse.
the simple way to stop any rule abuse there is, if you stop the round to call a button malfunction, and the stick is found to work perfectly, you lose the round as if you paused midgame. that way, you’re not so ready to mash dat pause button the first time you drop a combo.
“suck up the loss” is flat out unacceptable.
Standard EVO ruleset allows for a player to pause the match assuming the stick isn’t working mid match, get a fix or replacement, and then replay the match.
Arbitrary loss due to an in game malfunction is ridiculous.

From the EVO rules:
In the event of an equipment failure, the player has the option to stop the Game in progress to obtain an replacement.
If a Game is stopped in progress, the reporting player must forfeit the current round.
A player may opt to switch out equipment between Games at no penalty. When this occurs, the player will be given ample time to configure his buttons before the next Game begins.
Seems like pausing the match – even if your stick craps out through no fault of your own – forfeits the round, and the match is not replayed.
