it doesn’t matter. you should read the entire series, that way you don’t go “wtf” when they bring up something that happened in the first arc
I think you could live without buying a lot of the Civil War tie-in books. Go to the store and read them there first to see if you like them. Captain America is crucial, though - crucial to your life if not to your appreciation of Civil War.

anybody who uses marvel subscriptions: do the books come bagged and boarded and in nm condition or are there cracks along the spins, folds, creases, etc?
