Street Fighter V: Top Tier Characters

Hi All,

I had a quick question. Would you happen to know any characters in Street Fighter V who are considered “Top Tier” characters? In addition, are there any known issues with the Netcode causing hit Detection to be off by a few frames?

I have noticed this in battle :confused:
