The problem with the OP is that you’re drawing an arbitrary line between what should constitute a free update and what justifies paying for a new game. If SFIV had an alpha like roster and they were adding 10 new characters, would your argument hold any water when “they just could have been there all along”? besides, it’s absurd to think that a corporation would have any incentive to focus that much effort into a free update, unless of course there’s something just absurdly broken with the game that might have a negative impact on sales (SNKs netcode/lack of features for instance).
jokes aside, street fighter iv is a “good” game as it stands, would you not agree? it’s tournament viable, has a massive casual following, and has received nothing but good reviews. the fact that capcom is going make another game (one which probably won’t sell anywhere near as many copies as the first one or have the critical acclaim) makes me think you should stop crying and appreciate what capcom is doing.
There has been some talk where I am, about a remake of MVC2 coming out an updated version which should feature only MSP. As cool as it would be for some of these problems with MVC2 to be addressed finally, why the hell do I have to pay to get another copy of a game they should’ve just done right the first time? Why do I basically have to buy a PATCH that should be released for free?
Make MSP DLC, patch the original MVC2 in an update and get your hands out of my pockets Mahvel.

Also with the topic at hand: Revisions are always in the cards no matter what the game is. You should know by now. Don’t wanna buy it? Don’t. Simple as that.
Are you aware that there are people in the world with a severe medical condition that causes them to be that way? My mother for instance is one of those people. She is a truck driver that has bad knees and a bad back from driving the truck but you probably don’t care about that case either. Oh well I am not one of those people I am 6’4 250lbs and I exercise every day.
Yeah the people who claim that sf4’s problems are minimal or nonexistant compared to other games just don’t play that many other FGs, or not seriously. The reason everybody’s playing SF4 isn’t because it’s the greatest, most polished FG ever. It’s because it’s fun, and it’s name is Street Fighter so everyone else is playing it anyways. It’s created a rallying point for the community, as SF games tend to, but it’s by no means some amazing game to be gazed upon in awe by all other fighting games. It’s just the biggest game right now, so there’s a big scene for it.
