Why I can not access to the PSN PLAY and pre-order 3.3 like other already did?

He’s always been usable… unless you mean on GGPO / online… but in ranked, he’s banned, and in player matches the host can opt to ban him.
Yeah with xbox just play music off your harddrive, or off a usb pen, or even off you ipod. You can still hear the game sounds too, I use it alot.

You know, I would opt to ban Gill but to be honest, back in the day on Xbox 1 3rd Strike, I had never , ever lost to a Gill user. Everyone who picked him was incredibly shitty lol.
I thought that Derek Neal said, during one of the E3 interviews, I think, that the console colors will be in the game. Doesn’t mean they won’t charge for them, but they weren’t talking DLC at all during E3.
I can’t imagine too many people being too serious about the game using Gill. I say, let him in, unless I’m getting bodied to the point where its frustrating (but then I’ll stop playing against most random people).
I’d definitely pay for some alternate costumes. None too distracting like in SSF4… all their shenanigans with cowboy outfits, etc. Just some nice simple alternate packs for the whole cast at a reasonable price.

I didn’t buy that costume pack FOR Ken, I think that was the one with the Gouken outfit I liked. But I have a tendency to buy costume packs when I happen to have microsoft points left over after a purchase of DLC or XBLA games.
